  5. TransportationConformity Tasks • Transportation Modeling (EFL, Contractor) 45 Days • Travel Demand Model (or equivalent) • Extract VMT and Speeds • Used to develop emission factors • Emission Factor Development (NCDENR) 15 Days

TransportationConformity Tasks • Draft Conformity Determination Report(CDR)(EFL/Contractor) 10 Days • Conformity Determination Analysis • Appendix in EIS or EA • Review and Comment of draft CDR (NCDENR) 21 Days • Mandated by State Law • Document is also reviewed by EPA, EFL, FTA • Major conformity issues addressed/resolved
