  7. Enforcement Priorities • 3.4.1: The MPS and other partners will put a renewed emphasis on reducing KSIs on London’s roads. The MPS, with Traffic Operational Command Unit (OCU) taking the lead, will undertake targeted enforcement against careless and dangerous road user behaviour. • 3.4.2: Work with London Criminal Justice Board to review KSI collisions with a view to strengthening criminal justice arrangements for dealing with such cases. • 3.4.3: The Commercial Vehicle Unit (CVU) will undertake roadside stops and company visits to ensure goods vehicles are compliant with safety legislation and to raise safety standards. The CVU will refer operators to join FORS where appropriate and use powers delegated from Health & Safety Executive to improve the management of occupational road risk when driving at work. They will also continue to undertake enforcement activity and work with partners on initiatives such as the ‘Exchanging Places’ events to improve safety on London’s roads. 7

  8. Project Aim • Address the Enforcement Priority: • Work with the London Criminal Justice Board to review KSI collisions with a view to strengthening criminal justice arrangements for dealing with such cases 8

Project Partners • London Criminal Justice Partnership and TfL are the lead agencies, with support from the key partners: • Metropolitan Police (Traffic OCU, Traffic Criminal Justice OCU, Safer Transport Command) • City of London Police (Roads Policing Unit) • London Criminal Justice Board • Crown Prosecution Service 9

Project Objectives • Review & test agency processes around cycle collisions &, in doing so, identify any issues & make recommendations for improvement while also noting areas of strength: • scrutinise criminal justice (CJ) agency current policies & processes relating to the management & handling of criminal cases involving pedal cyclists that have resulted in a fatality or serious injury. • assess compliance by the CJ agencies in relation to policies and processes • identify strengths & weaknesses & make recommendations for improvements 10

Logistics of delivery - how • Research, collation and analysis of information to build up a comprehensive picture of the course cycle collisions take through the criminal justice system • Review & test agency processes regarding cycle collisions (fatal & serious) • Review all completed fatal cycle collisions cases & a sample of serious injury cases 11

Logistics of delivery - how • Roles played by victim & witness support agencies / services provided • Review 2008 HMCPSI report “thematic review of CPS decision-making, conduct and prosecution of cases arising from road traffic offences involving fatalities” & progress against recommendations 12
