  6. Assessment • Positive • Confidentiality/discreet access • Functioning CVMs report steady dispensing of condoms • Smooth supply of condoms (FPASL, PSL, FHB) • Demand for more machines • Partnerships • Dual protection

  7. Armed Forces • Army – steady progress • 4 out of 5 functioning • Dovetailed to UNFPA project • Navy – 4 out of 8 functioning • Airforce – 2 out of 7 (heavy duty machines recommended) • Demand for more machines to be installed in new locations & for replacement of broken machines

  8. Colombo Municipal Council • Strategic (discreet) Location • Innovative approach to repairs • Partnerships • Exploiting its Mandate

  9. Population Services Lanka • Confidentiality • 6 out of 11 functioning • Access to IDPs and Conflict areas

  11. Negative • FPASL • Only 3 out of 15 are functioning • Movement of condoms slow in public places • Prone to damage in hidden locations

  12. Labour Department • Not Installed in the FTZs • BOI not approved

  13. Challenges • Frequent breakdown of machines, No spare parts, no systematic scheme for repairs • Negative perceptions by NGO’s (perceived as a threat to existing social marketing programmes) • Negative attitude by certain authorities eg. BOI, CMC • Sustainability (replacement of CVMs)

  14. Should be part of a project/programme (Not an isolated activity) Discreet access promoted Advocacy with “Gate Keepers” Promote CVMs where appropriate within projects Locations to be strategic Appropriate advocacy programmes designed and conducted to relevant authorities Lessons Learnt & Recommendations

  15. “Remote Control” of machines don’t work Machines prone to breakdown Machines to be installed in places where they can be closely monitored Repairs (training, appropriate technology, sharing knowledge). Contd..
