Guiding principles • Greater responsibility of government and society and involvement of all stakeholders • Special focus on children and on lower socioeconomic population groups • International coordination in the WHO European Region
Action principles • Action should be aimed at ensuring an optimal energy balance by stimulating a healthier diet and physical activity through a portfolio of interventions designed to change the social, economic and physical environment. • Action should be taken at the overall policy level and in different settings • Policy tools range from legislation to public/private partnerships, with particular importance attached to regulatory measures.
The 2nd Action Plan for Food and Nutrition Policy (2008-2012) • Outline discussed in Istanbul • Internationally agreed goals and priority actions • integrated action areas on nutrition and food safety, with reference to physical activity • 1st Draft presented for consultation with countries, technical papers, meetings, in agenda for RC 57
1 - Supporting a healthy start • maternal nutrition and safe dietary habits • breastfeeding and complementary feeding • micronutrient fortification of complementary foods • parental care of young children • school and pre-school nutrition and food safety policies
2 - Ensuring safe and healthy food supply • food supply and food safety in public institutions • support to local horticulture • reformulation of food products • programmes for the protection of vulnerable groups • micronutrient fortification of staple foods • catering establishments and food retail shops • economic tools (taxes, subsidies) • food regulations • food hygiene from farm to table • food control systems • monitoring and surveillance for microbial and chemical hazards in the food chain and foodborne diseases
