  2. INTRO: APPLYING FOR THE GRANT

  3. UNITAR GHS Project • The BOI is the national lead agency for GHS implementation as designated by the APEC Chemical Dialogue and the IFCS. • 31 March 2005 - The BOI, as the lead agency, vied for a slot in the United Nations Institute for Training and Research (UNITAR) Project in the ASEAN providing capacity building assistance on GHS. • The DOH, as the IFCS Philippine focal point, helped in the application process.

  4. Philippines Gets UNITAR Grant • 16 May 2005 – UNITAR informed then DTI Secretary Juan B. Santos of the selection of the Philippines as a recipient of the UNITAR grant together with Indonesia and Thailand. • The UNITAR project includes technical assistance and financial grant of US$68,000 in support of nationally executed pilot activities on GHS for two years (2005-2007).

  5. PAST AND CURRENT ACTIVITIES

National GHS Planning Meeting • 24 June 2005 - The National GHS Planning Meeting was held at the BOI. • Attended by Prof. Peter Peterson, UNITAR Senior Special Fellow, and Ms. Cheryl Chang, UNITAR Fellow. • Meeting also served as the launching of the UNITAR GHS Project in the Philippines. • 45 participants from 30 agencies and organizations.

National GHS Planning Meeting (Con’t) • National GHS Implementation Committee is the governing body, BOI is coordinating agency co-chair of all sectoral committees. • Co-Sponsors, representing the 4 GHS Target Sectors: • Department of Labor and Employment (Industrial Workplace), thru OSHC; • Department of Agriculture (Agriculture), thru FPA; • Department of Trade and Industry (Consumer Products), thru BPS; and • Department of Transportation and Communications (Chemicals-in-Transit), thru DOTC Main Office.

National GHS Planning Meeting (Con’t) • As co-sponsors, the 4 abovementioned government agencies (ministries) are considered co-leads in the Project. • Together with DTI-BOI, they co-chair their respective sectoral committees. • They may form technical working committees within their sectors to meet the specific sectoral GHS concerns.

National GHS Planning Meeting (Con’t) • Subcommittees formed: • GHS Legislation; • Comprehensibility Testing; • Awareness Raising; • Technical Training; and • International Relations. • Prepared tentative budget for each project activity, bulk goes to Phase 2 activities (National GHS Training Workshop, industry and civil society directed activities, legislation).

Phase I (June 2005 – November 2005) • 6 July 2005 - The GHS Project Phase 1 Planning Meeting was held. • 29 July 2005 - GHS Orientation Seminar was held for members of the National GHS Implementation Committee. • 19 August 2005 - Planning Meeting for the Situation and Gap Analysis was held. • 29 September 2005 - Planning Meeting for the Comprehensibility Testing was held.

Situation and Gap Analysis • Situation and Gap Analysis is currently being conducted by the 4 co-sponsors (OSHC, FPA, BPS, DOTC). • Deadline of Submission – 30 November 2005. • Sources of data: • Inputs from sectoral representatives (government, industry and civil society groups); • Government and industry generated statistics; • Purple Book; • Philippine National Chemical Management Profile; • UNITAR GHS Project Guidance Document; and • Other sources.

Comprehensibility Testing • 24-25 October 2005 - CT Training will be held at BOI Building. • Speaker – Dr. Andrea Rother, University of Cape Town (UCT). • CT Methodology was developed by UCT, South Africa. • Philippine CT Subcommittee is chaired by University of the Philippines - National Engineering Center (UP-NEC). • CT Training to be attended by government, industry, civil society representatives from the 4 target sectors, also by managers of sample companies to be visited. • CT Training will include actual demonstrations of interviews in sample sites.

Comprehensibility Testing (Con’t) • 50 respondents from each of the 4 target sectors, total 200. • Actual interviews will be conducted in November-December 2005. • To be picked from rank-and-file workers, managers, women’s groups, NGOs, etc. • To come from major geographical locations. • Interviewers will be student volunteers as done in other GHS grant recipient countries. • UP-NEC to prepare report. • Deadline of Submission – 30 November 2005, but UNITAR has agreed to an extension.

  14. FUTURE ACTIVITIES

  15. Phase II (December 2005 – November 2006) • Project Phase II Planning Meeting will be held in December 2005. • Detailed Phase II Budget will be prepared. • Assessment of Phase I performance.

  16. National GHS Training Workshop • Planning Meeting for the National GHS Workshop will be held in early January 2006. • National GHS Training Workshop will be convened not later than February 2006. • Participants will come from government, industry, civil society groups and other relevant NGOs.

  17. Draft GHS-Implementing Legislation • GHS Legislation Subcommittee is composed of the Environmental Management Bureau, BOI and 4 co-sponsors, among others. • Concerned House and Senate Committees will be involved in the drafting stage. • GHS Legislation Subcommittee will monitor the draft bill as it undergoes the legislative mills in both Chambers. • UNITAR will be furnished a copy of the draft bill on or before 30 November 2006.

  18. Civil Society and Industry Directed Activities • May include technical workshops and dissemination of information, among others. • Civil society and industry groups will report, submit documents and other proofs of their respective activities. • Deadline of Submission – 30 November 2006.

  19. Phase III (December 2006 – May 2007) • Project Phase III Planning Meeting will be held in December 2006. • Detailed Phase III Budget will be prepared. • Assessment of Phase II performance.

  20. National Strategic Plan/Road Map • Road Map Planning Meeting will be held in early January 2007. • Road Map Subcommittee, still to be formed. • Draft Road Map to be made available before the convening of the National Review Workshop.

  21. National Review Workshop • National Review Workshop Planning Meeting will be held in March 2007. • To be convened not later than 15 April 2007 • To be attended by all members of the National GHS Implementation Committee • Submission of Report – 31 May 2007 • The two-year UNITAR GHS Project ends here.
