  2. Welcome and Overview

  3. Purpose • The purpose of this exercise is to provide participants an opportunity to evaluate current response concepts, plans, and capabilities for a response to a bioterrorism event in [Jurisdiction]. The exercise will focus on local emergency responder command and control coordination, security, and critical decisions necessary to save lives and protect public health and safety.

  4. Scope • The exercise will focus on the role of [Jurisdiction] in response to potential consequences of a bioterrorist event • Processes and decision-making are more important than minute details • The emphasis is on coordination, integration of capabilities, problem identification and resolution

  5. Target Capability:Public Safety and Security

  6. Objectives • Discuss the activation of security personnel to the EDS by the Security Branch Chief, during a biological terrorism incident in accordance with standard operating procedures and the EDS Safety and Security Plan. • Assess the process of mobilizing and deploying security resources and personnel to the EDS by the Security Branch Chief upon notification of a biological terrorism incident according to existing standard operating procedures and the EDS Plan. • Discuss the ability of security personnel to address traffic and crowd control issues, as well as scene security challenges at an EDS during a biological terrorism incident in accordance with standard operating procedures and the EDS Safety and Security Plan.

Objectives • Examine the procedure for security personnel to demobilize and return to normal operations at an EDS following a biological terrorism incident in accordance with existing protocols and the EDS Safety and Security Plan. • Evaluate the process for security personnel to transport/escort and secure SNS materials en route or at an EDS during a biological terrorism incident, in accordance with existing standard operating procedures and the EDS Safety and Security Plan. • Assess the process for security personnel to credential response staff during a biological terrorism incident, according to existing standing operating procedures and the EDS Safety and Security Plan.

Exercise Structure & Guidelines • Four modules, each comprised of… • Multimedia situation updates • Moderated group discussion of response issues • This is an open, low-stress, no-fault environment. Varying viewpoints, even disagreements, are expected • Consider different approaches and suggest improvements • Base your responses on the current capabilities of your agency • Feel free to visit other participants

  10. Assumptions & Artificialities • The scenario is plausible, and events occur as they are presented. • There is no “hidden agenda”, nor any trick questions. • All players receive information at the same time.

  13. [Month, Day, Hour] • Credible intelligence at home and abroad has projected the possibility of a terrorist attack on U.S. soil. • Intelligence and Health Care Communities have heightened awareness and surveillance measures. • A white powder incident in [Your Town/City] is confirmed by the State Lab as Anthrax. Mass prophylaxis is needed to treat those exposed within 48 hours. • [Your Town/City] has deployed resources to open an initial Emergency Dispensing Site (EDS) at [name of an EDS] at [EDS address].

  16. [Month, Day, Hour] • An initial truck load of pharmaceutical supplies has entered [Your Region] and is nearing [Your Town/City]. The intense media coverage of the terrorist attack has drawn attention to the shipment of supplies and the EDS facility. • [Your City/Town] Police Department has raised concerns regarding the growing line waiting outside of the EDS. Clients have questions and appear to be losing patience as the frustration is mounting.

  19. [Month, Day, Hour] • Several hundred [Your Town/City] residents are waiting in line outside of the facility. • The adjacent parking lots have become gridlocked with traffic and the nearby thoroughfare is backed up with in coming vehicles. • A small argument has escalated into a physical altercation between two men. During the fight a bystander is pushed to the curb.

[Month, Day, Hour] • An MRC volunteer has just radioed the EDS Manager requesting assistance with a citizen who is demanding extra medication and is refusing the leave the clinic. • The EOC has just radioed the EDS Manager to notify her that a truck load of support supplies are en route to [EDS name] and are set to arrive within the hour. • The EOC has advised all responders to be on the look out for three potential suspects who were seen leaving the site of Anthrax attack.
