Types of Costs • Eligible Costs = Actual, Necessary, During the Project, Recorded against the Project • personnel, durable equipment, travel and subsistence, subcontracting, consumables, etc. may be considered as eligible costs • Non-eligible Costs = Costs not directly linked to the project • ill-considered expenses, VAT, provisions for doubtful debts, leasing costs, marketing, sales and distribution costs for products and services
The FP7 programme Enables HEI’s to receive 100% of direct costs plus a percentage towards the indirect costs. • The percentage of academic staff time can be charged, (same approach to fEC budget costings). • Researchers are required to use the Full-Cost type model where reimbursement is determined by the type of activity during the lifetime of the project; Research and Technological Development activities, Training, Management or Other. • Indirect costs are applied using a Specific Flat rate of 60% against the total direct eligible costs for (excluding subcontracting costs). There are some exceptions to the 60% overhead rate
The Interreg programmes BEWARE: HEI’s must demonstrate 50% matched funding • HEI’s will only receive 50% of the total project value if expenditure is shown on accounts. • The percentage of academic staff time can be charged, (same as FP7). • Researchers are required to breakdown the salary charge per day/hour. • Indirect costs are applied using a set of base rates calculated by Finance (same principle as fEC, excluding certain parameters = lower rates and lower contribution to the institution overhead.
