  3. Task • Create a list of expenditures for your department. Estimate each item’s cost and provide a total/sum for all items as a whole. • NEEDS only…not WANTS!!!

Zero Based Budgeting • A method of budgeting in which all expenses must be justified for each new period. Zero-based budgeting starts from a "zero base" and every function within an organization is analyzed for its needs and costs. Budgets are then built around what is needed for the upcoming period, regardless of whether the budget is higher or lower than the previous one.

  7. Advantages: • Increase control in developing budgets • Reduces the entitlement mentality with respect to cost increases • Makes budget discussions more meaningful during review sessions • Disadvantages: • Increase in the time and expense of preparing a budget
