Key areas of Public Administration covered by the Principles • the strategic framework for public administration reform • policy development and co-ordination • public service and human resource management • accountability • service delivery • public financial management.
Policy Planning Medium-term policy planning is harmonized, with consistent system-wide objectives, and is aligned with the financial circumstances of the state; sector policies meet the overall objectives set by the leadership and are consistent with the medium-term budgetary framework.
Small Group Exercise - Ministry • Describe and analyze your role as state expert -3 min • Describe and analyze one or two roles your unit has -7 min • Analyze and describe: internal coordination processes within: unit, ministry, other ministries, and stakeholders -10 min • Write down key findings – 5 min • Do your elevator pitch – 1 min • It is a ‘quick and dirty’ group exercise • Make a short overview on the main gaps in the process • Presentation: start to pin down where the process could be improved by you, your unit and your ministry (at least three points)
