HB 2335 improvement districts; renewable energy • Allows for the creation of a renewable energy district, which allows counties and municipalities to utilize renewable and efficient energy and water conservation units.
HB 2336 community facility districts; renewable energy • Adds renewable energy infrastructure to list of public infrastructure improvements in community facilities districts (CFD).
HB 2337 energy standards; buildings; contracting • Makes numerous changes and additions to statute relating to renewable energy. • The provisions of the bill in many cases expand upon pre-existing ideas and programs, and specifically in the case of schools, rewards districts that embrace smarter energy programs.
HB 2338 energy; fuels; idling • Designates idling time for specified vehicles and requires a study on the feasibility of a reduction of greenhouse gasses. • Aside from possible fuel savings, the State would benefit from cleaner air, which could provide an actual financial benefit to certain areas of the state.
HB 2339 electric utility renewable energy standards • This bill essentially places guidelines on SRP regarding their energy portfolio. • As the Corporation Commission moves forward with its renewable energy requirements, SRP is allowed to operate with relative immunity. • This bill seeks to bring them under standards similar to those imposed on other electric utilities while still allowing SRP freedom regarding implementation and compliance.
HB 2339 electric utility renewable energy standardsstrike everything amendment • Would provide incentives for factories that produce components for renewable energy. • It provides income tax credits and personal and property tax reductions, depending on the cost of the project and employee wages.
HB 2328heat and power tax credit • Creates new individual and corporate income tax credits for a taxpayer who generates electricity produced by combined heat and power.
HB 2341 renewable energy production tax credit • Creates the renewable energy production tax credit to encourage investment in renewable energy sources in Arizona. • The idea is to both encourage investment in new forms of energy generation as well as reduce emissions associated with traditional generation methods. • This tax credit also offers greater flexibility because it is for an array of renewable technologies and not just solar.
HB 2613renewable energy enterprise zones • Establishes a property tax incentive for generating electricity using renewable energy or for manufacturing renewable energy equipment. To qualify for the incentive the facility or manufacturer must be located in an enterprise zone
HB 2614 renewable energy valuation; expiration extension • Extends the expiration date for the property tax incentive for the valuation of renewable energy equipment. Makes renewable energy systems not add value to residential and rental residential properties.
HB 2615 solar construction permits • Specifies the standards municipalities and counties must adopt regarding permits for solar energy devices and creates the Local Government Solar Equipment Permit Process Improvement Study Committee (Committee).
HB 2623 legislative authority; renewable energy • Reserves the right of the Legislature to establish renewable energy policy. • The bill adopts the ACC’s REST rules and allows nuclear, water, and conservational efficiency to be included.
HB 2766omnibus energy act of 2008 • Establishes energy efficiency goals for residential and commercial construction, schools and state buildings. The bill also addresses renewable energy goals for public utilities, engine idling and requires a study of greenhouse gas emissions.

HB 2429 solar energy tax incentives • Requires the Department of Commerce (DOC) to establish a solar energy income tax credit program, establishes solar energy tax credits for commercial and industrial projects, removes the $5,000 tax exemption limitation for retail and prime contracting classifications under the transaction privilege tax (TPT) and prohibits solar energy systems for on-site consumption from being added to property value
HB 2430 energy cost saving measures; requirements • Increases the energy cost savings performance contracting maximum terms for state buildings and school facilities to 25 years. The current eight year payback requirement for solar energy and energy conservation design, equipment and materials in state buildings and schools is deleted. Additionally, current provisions of law relating to energy and cost avoidance analysis, reporting and shared savings are removed
HB 2843tax credit; energy efficient products • Provides a new individual income tax credit for the purchases of energy efficient appliances.
HB 2374 solar energy equipment; taxation • Provides tax credits to encourage taxpayers to install solar energy devices on residential and commercial properties located in the state.
HB 2390 energy efficient appliances; sales • Establishes the minimum energy efficiency requirements for 12 specific appliances and supplies, including four that must meet the California minimum requirements
HCM 2008low income homes;energy assistance • Requests that Congress enact legislation that fully funds the Federal Low Income Home Energy Assistance Program (LIHEAP) with $3.4 billion in budget authority
