What? The U.S. could not trade with Great Britain because the Barbary Pirates were controlling the Atlantic Ocean. Jefferson has had enough and had to do something about it. In 1794, the U.S. congress finally created a permanent U.S. Navy. After it was created , the U.S. negotiators made treaties with the Barbary States to win freedom from the sailors. The Barbary States asked for more money for staying out of war. Jefferson refused to give them anymore money so he says “Let there be war!” The U.S. Navy and Barbary Pirates then go into war lasting years, with peace agreements that followed. In 1815, there was now a Mediterranean free of pirates.
