Purpose • Single State Agency responsible for planning, coordination and regulation of the statewide network of prevention, intervention, treatment and recovery support services for individuals with substance use disorders • Provides fiscal management and technical assistance to 24 juridictions who either purchase and/or provide services • Serves as a resource for information about new trends in substances of abuse as well as provides a resource directory of services for individuals with substance use disorders and their families

  4. Financing Services • Grants and Contracts to 24 jurisdictions – 86.35% • Administration – 3.31% • MA/PAC – 10.17% • Other – 0.17%

  5. MA/PAC Expansion • PAC expanded in January, 2010, to include coverage for some treatment services • MA/PAC reimbursement rates were adjusted • State grant funds shifted to Medicaid to support expansion

  6. Recovery Oriented System of Care • Movement from acute care model of addictions treatment to chronic disease management model of care • Development of recovery support services • Continuing Care • Care Coordination • Recovery Housing • Recovery Community Centers

  7. Recovery Oriented System of Care • Emerging Workforce - Peer Recovery Support Specialists • Outreach and engagement • Recovery Coaching • May also be care coordinators • Involvement of persons in recovery in the processes of planning and evaluating services (state and local levels)

Access to Recovery Grant • Provision of recovery support services • Care coordination, recovery housing, pastoral counseling, job readiness counseling, transportation, gap services • Emphasis on patient choice of services • Use of electronic voucher system to pay for services • Recruitment of new community and faith-based providers of services

Physician Drug Monitoring Program • Create a database of controlled substance prescription information • Make prescription data available to healthcare providers to help them identify individuals with prescription drug-related substance use disorders and promote more effective pain management. • Make prescription data available to law enforcement, health professional licensing boards and regulatory authorities to assist investigations

  12. Avatar Virtual Counseling Project • Use of a tested software application to allow patients in outpatient services to access care in real time, using an internet based virtual reality gaming application. • 120 participants by the end of the first 12 months. • Increase access to treatment by removing barriers including transportation, stigma, or physical handicaps
