Key Policy Terms UNC Office of Ethics and Policy
Policy A Policy at UNC-Chapel Hill is a written statement that mandates, specifies, or prohibits behavior in order to: • express basic values of the University, • enhance the University’s mission, • ensure coordinated compliance with applicable laws and regulations, • promote operational efficiency, and/or • reduce institutional risk. For example: the UNC-Chapel Hill Alcohol Policy.
Procedure • Tactical documents that describe the processes required to accomplish an action. • Are NOT detailed “help guide” documents with step-by-step instructions. • Must be written in active voice - who does what when? • For example: the UNC-Chapel Hill Procedure for Pregnancy and Related Medical Conditions Accommodations for Students and Applicants
Standard • The minimum acceptable limits or rules that may be used to achieve Policy implementation. • Middle ground – more general than a Procedure, more detailed than a Policy. • For example: the UNC-Chapel Hill Passwords, Pass-phrases, and Other Authentication Methods Standard. • Also see the UNC-Chapel Hill Policy on Information Security to better understand how Policies and Standards work together.
Unit An organization within UNC-Chapel Hill that is led by: • a Dean, • Vice Chancellor, • the Provost, or • a direct report of the Provost.
University Policy Must meet one of the following three criteria: • Has application across more than one Unit at the University, • informs someone outside the issuing Unit of rights and responsibilities, or • regulates the actions of the Unit as it interacts with other Units on campus. For example: the UNC-Chapel Hill Alcohol Policy.
Unit Policy Has application only within the issuing unit (e.g. applies only to unit employees, staff, students and others working for or studying at the unit). A Unit Policy can create additional specifications, requirements, or restrictions but cannot contradict a University Policy, Standard, or Procedure. For example: the UNC Adams School of Dentistry’s Policy on Parking Validation.
Policy vs. Standard vs. Procedure Procedure (Implementation) • Step-by-step instructions to implement policies and standards. Policy (Strategic) • High-level statement that sets direction. • Aligns with University mission/values and applicable laws. Standard (Tactical) • Overarching requirements. • Specifies uniform method of support for the policy.
