  7. ANNUAL MEASURABLE ACHIEVEMENT OBJECTIVESUnder Title III of NCLB • Making AYP for LEP subgroup • Growth in English language proficiency from year to year (the PROGRESS AMAO) • 3. Attainment of English language proficiency within five years of enrollment in a US school (the PROFICIENCY AMAO)

  8. AMAO--Progress • By the 2013-2014 academic year, 100 percent of students identified as limited English proficient shall demonstrate progress (improve at least one proficiency level) in at least one of the domains on the state required language proficiency test.

  9. AMAO-- Proficiency • By the 2013-2014 academic year, 100 percent of students identified as limited English proficient and who have been in American school(s) for at least five years shall score at the superior level in all domains on the state required language proficiency test.

  10. NC’s AMAO chart SBE approved 8-25-03…

  11. NC’s AMAO Outcomes… These data reflect numbers and percentages for the 95 LEAs that receive Title III funds... 75.8 % made Progress 50.3% made Proficiency 73 LEAs met all three targets of the Title III AMAOs.

  12. TESTING/REPORTING REQUIREMENTS • IPT (IDEA Proficiency Test) upon initial enrollment • Annual IPT every year between February 1 and April 30 until student scores Superior in all domains

  13. LEP Identification versus ESL Services… • LEP Identification is used for accountability purposes; based solely on IPT score. • A student exits LEP identification when he or she has scored “Superior” on all three domains of the IPT during the same test administration. • At that time, the student is no longer identified as LEP and is no longer eligible to receive testing accommodations. • ESL Services are determined at the school level; based on multiple criteria.

  14. The NCAAAI (NC Alternate Academic Assessment Inventory) • Alternate assessment for EC students (can be off grade level), as well as qualifying LEP students (mustbeongradelevel) 2) To qualify, the LEP student must: • Be within 24 months of enrollment in US schools • Score below Intermediate High on IPT Reading 3)NCAAAI Advisory committee (managed by Sheila Brown, 919-515-1431)

  15. Can LEP students score Proficient on the NCAAAI? YES NCAAAI Score Achievement Level = Proficient

  19. The IDEA Proficiency Test, continued… 6)Adopted by State Board of Ed., 2001 7) Spring window: Feb.1- Apr. 30 8) Bubble sheet accompanies every test 9) Data scanned by local TC and sent to Accountability Division at NCDPI 10) LEP Test Advisory Committee

  20. IPT Cut Score Chart… • SBE policy HSP-A-011 established the approved cut scores for the IPT and was approved August 25, 2003. • The cut scores determine the appropriate assessment and/or accommodations for students identified as limited English proficient. • The cut score chart that is part of this policy must be used to determine a student’s oral, reading, and writing proficiency levels.

  21. The IDEA Proficiency Test(IPT)

  22. Policy • State Board of Education Policy HSP-C-005 states that students identified as limited English proficient shall participate in the statewide testing program. • State Board of Education policy also provides for the state identified English language proficiency test, the IPT.

  23. IDEA English Language Proficiency Test (IPT) • Two Purposes • Identification • Assessment Participation • Two Testing Windows • Initial: All Language Minority Students K-12 • Annual: All identified LEP Students • February 1- April 30

  24. Who Can Administer? • Only employees of the school system or charter school are permitted to administer state tests. Contracted tutorial services/agencies are not permitted to administer North Carolina tests. Test administrators shall be school personnel who have professional training in education and the state testing program.

  25. What about Proctors? • For the 2004-05 school year, a proctor shall be assigned for the Reading and Writing test administrations with groups of 5 or more students. • A proctor is not required for IPT oral test administrations.

  26. What if… • a language minority student enrolls after January 1? • Initial Administration counts as both the Initial and the Annual • a language minority student enrolls after April 30? • If there are 30 calendar days remaining in the school year, the IPT must be administered to attain the initial test score. If not, the initial assessment may be completed the following school year.

  27. What if… • a student arrives at a school prior to enrollment - can he or she be administered the IPT? • No. The student must be enrolled before the initial test administration. IPT testing may occur no more than two weeks prior to the start of school and no later than 30 calendar days after enrollment.

  28. What if… • a student has previously scored proficient on one part of the IPT? • Scores cannot be “banked.” • All domains of the IPT must be administered every spring.

  29. What if… • a student left during the previous school year before spring IPT testing and has re-enrolled in the current school year? • The student must be re-administered the IPT at his/her current grade level. The test administrator must code the Initial bubble on the purple scannable sheet.

  30. What if… • the student gives no response during the test? • If the student gives no response, the lowest score is recorded for the student.

  31. What if… • the student is a non-English speaker- does the test administrator still administer the reading and writing tests? • Yes. If the student identified as LEP is enrolled in grades 2-12, the student must be administered all domains of the IPT including the oral, reading, and writing during the initial and annual assessments regardless of oral proficiency level.

  32. What if… • the student does not speak English, can the test administrator translate? • No part of the test can be translated and no adjustments can be made in the IPT administration. The IPT must be administered exactly as written in the Examiner’s Manual and/or indicated on the test booklet.

  33. What if… • an LEP student scores too high on the IPT to continue using the NCAAAI? • The student will then participate in any upcoming regular tests (EOG, EOC, HSCT, Writing, etc,) with or without accommodations.

  34. Use of the IPT • Beginning with the 2004-05 school year: • Schools must not use the IPT to retest language proficiency of students identified as LEP at any time for diagnostic purposes such as determining continued placement, level of services, or instruction.

  35. Accommodations on the IPT • LEP accommodations are not allowed during the IPT test administration because the accommodations will invalidate the English language proficiency score.

  36. Accommodations(on all other state tests) • Not all accommodations should be given across the board to all LEP students. • case by case basis • documented • intended to level the playing field– not give an advantage • Consider student’s levels on IPT

  37. IPT Designated Forms • The NCDPI designates a certain form for initial administration and a different form for annual administration to assist with standardization. • Schools are not allowed to administer non-designated forms.

  38. IPT Designated Forms • Spring 2005 Testing • (Feb. 1- April 30) • GradeSubjectTest Form • K-6 Oral Test F • 7-12 Oral Test D • 2-12 Reading and Writing B

  39. IPT Student Scannable Sheet • The student scannable sheet for fall 2004 was red. • The scannable sheet for spring 2005 is PURPLE. Question 5b has been added to the sheet.

  40. The New IPT 2005 • The new IPT is set to begin this fall. • All states must begin using new tests that measure four domains separately, as mandated by Title III of NCLB.

  41. IPT - Old v.s. New • Current IPT has three domains: • Oral, Writing, Reading • 2. New IPT (2005-2006) will have four domains: • Listening, Speaking, Reading, Writing • A fifth score, Comprehension, will also be reported. (Comprehension score = Listening + Reading)
