mobile money Concept • Mobile Money Institution or (EMI): A legal entity that accepts banknotes, coins, or other means of payment in exchange for e-money, and facilitates the transfer of this e-money to make payments. • Mobile Financial Services: The use of a mobile phone to access financial services and execute financial transactions. This includes both transactional and non-transactional services. • E-money:A value stored on an electronic device and usable to make payments to other parties
Access to Financial Services in Afghanistan • 16 Commercial banks,1 specialized microfinance bank and 6 Islamic banking windows • 4 Insurance companies, 6 microfinance institutions, • 513 Money Service Providers with 292 representative offices, • 1205 Foreign Exchange Dealers • 2 out of 1,000 persons have a loan account • 26 out of 1,000 persons have a savings account • 0.6 branches per 100,000 persons • 0.03 branches per 1,000 square kilometers
Access to Financial Services … continued • 840 banking facilities dealing with around 3.4 million depositors and 67 thousand borrowers • By end of 2012, the total asset of the banking sector has reached AFN 224 billion (USD billion 4.19) representing 21% of GDP • The capital adequacy ratio is at an acceptable level of 22% as at the end of 2012, and the total deposits of the banking sector stands at AFN 201.77 billion (USD 3.68 billion). • The total size of the Islamic banking business amounted to AFN 8.2 billion (around USD million 158), i.e. almost 3.7% of the total banking sector assets.

DaAfghanitan Bank Initiatives • Revised MSP Regulation to address Mobile Money Sector’s Needs, • Issued EMI licenses to 2 Mobile Network Operators: • MSDA (M-Paisa) - Roshan • mHawala – Etisalat • Issued NOCs to AWCC and MTNA for pilot projects • Encourages all interested investors to invest • Preparing to provide technical assistance to EMIs
Current Status of Mobile Money Sector • Total Assets of Licensed EMIs: USD 8 million • Total e-money amount of clients: USD 3.8 million • EMIs are operating over: 32 provinces and in 192 cities/districts • Total number Mobile Money agents: 245 • Total number of active Mobile Money Users: 10,000
