TO MOVE OVER FROM INDIVIDUAL PROJECTS OF INDIVIDUAL TOWNS TO STRATEGIC AND SYSTEMATIC CO-OPERATION WITHIN THE ENTIRE AREA OF SOUTH-EAST FINLAND, CITY OF ST PETERSBURG AND THE LENINGRAD REGION. 2. TO MAKE OUR COMMON AREA A BETTER PLACE TO LIVE AND GENERATE NEW BUSINESS

Partnership South-East Finland, St Petersburgand the Leningrad Region AGREEMENT ON CO-OPERATION On June 2005, the Chairman of the Committee of External Relations of the City of St Petersburg, the Chairman of the Committee of External Relations of the Leningrad region and the representatives of the Cities Lappeenranta, Kotka, Kouvola and Mikkeli signed a document where the parties accepted the Vision 2013 document and agreed on continuing co-operation on the basis of the document.

Business Collaboration and Cooperation Development (bCorridor) to create dynamic commercial activity between the companies, supported by joint business services and advantages of geographicalproximity by: • integration of industrial enterprises -enhancing competitiveness on both sides of the border by sharing know-how • development of international business contacts and sales of SME´S and integrated business services • attracting and retaining more foreign investments to joint Finnish – Russian projects (joint portfolio, joint marketing to key sectors)

Submet and Prometei projects Implementation period: 01.06.2006 – 30.11.2008 (Submet) 27.07.2006 – 27.11.2007 (Prometei) Overall budget: 180 000 EUR € (Submet), 273 836 EUR € (Prometei) Results: - More than 5 years of successfulwork for development ofsubcontractingbetweenFinnish and Russian companies(2003 – 2007) - More than 65 enterprises – clientsfrom Finlandand more than 100 Russian companies as suppliers - Individual and group activities: trainings, professional events, matchmaking, etc. - Creation of subcontracting model and development of new services for companies: drawing translation, local suppliers audit, search for materials analogues etc. - Subcontracting Guide for Finnish companies in Russia - Numerous contracts concluded (value over 1 mln. EUR)

Beloostrov Logistic Zone Implementation period: 01.09.2006 – 29.2.2008 (Interreg) 20.4.2007 – 19.10.2008 (Tacis) Overall budget: 134.300 € (Interreg), 212.077 € (Tacis) Results: • Pre-feasibility study of Russian-Finnish logistic hub in Beloostrov area -> area is officially approved as a logistic zone in general plan of St.Petersburg • Promotion of Finnish investments in St.Petersburg logistic sector, planned investments by SRV International is 400 mln. EUR (as of year 2011) • Creation of discussion platform between authorities, companies, investors and other target groups for efficiency improvement of logistic sector • Attracting and committing Finnish and Russian companies and organisations engaged in logistics, transport and customs clearance operations towards development of the Zone.

Создание первого в Ленобласти кабинета по агротехнике лекарственных растений, а также первой опытно-промышленной плантации лекарственных трав.Проект на следующий период: «Создание Агропарка», в т.ч.:1. Коллекционного питомника лекарственных растений 2. Учебные классы, лабораторию, производственно - обучающую базу.3. Курс для обучения студентов лекарственному растениеводству 4. Курс для обучения фермеров лекарственному растениеводству.5. Разработать Регламенты по лекарственным растениям "понятные" для всех.

Lessons Learnt in 2005–2008 • – Joint Working Groups operational procedure has been established, which enabled to identify joint mutually cross border cooperation priorities for the programme area. In this context new methods for project ideas generation were elaborated by means of: • · operation of permanently acting Joint Working Groups; • · the Project Ideas Catalogue available to wide public; • · Forums on partners search. • – all this created the platform for strategic planning of cross border development cooperation between South East Finland - Russia programme regions; • – the procedure of project evaluation has been elaborated, which enabled to get a wide range of experts from industrial committees of the St. Petersburg City Administration and the Government of Leningrad Region involved, as well as independent experts involved into evaluation process;

Lessons Learnt in 2005–2008 • – representatives of South East Finland, St. Petersburg and Leningrad Region have build up experience of joint work in the context of Programme joint management: Joint Technical Secretariat, Joint Selection Committee and Joint Monitoring Committee of the Neighbourhood Programme; • – Russian regions - St. Petersburg and Leningrad Region - have demonstrated their high capacity to collaborate in joint planning and joint management of the cross border cooperation Programme, as well as in generation and selection of mutual priority projects; • – necessary experience is being build up in monitoring of implementation of the projects granted funding in the framework of the Programme. Visits to ongoing projects, round-table discussions on project implementation progress, consultations, information measures for project participants are held;

  33. Lessons Learnt in 2005–2008 • – an efficient cross border partnership procedure has been worked out, which is given promotion in the process of development of a new EC programme European Neighbourhood and Partnership Instrument;

Ситуация сегодня • Значительный перерыв между окончанием NP и началом ENPI нанес существенный урон созданным в предыдущие годы механизмам Партнерства • Очевидна необходимость оживления этой деятельности в целях выработки проектных предложений, отвечающих вызовам ENPI • Следует начать продумывать механизмы реального финансового участия региональных бюджетов в Программе 2014 -…… • Для этого следует начать отрабатывать механизмы участия регионального бюджета (из имеющихся отраслевых Программ развития) в софинансировании проектов, получивших гранты в рамках ENPI, все предпосылки для этого имеются
