The Guidelines • Paragraph 48 of the Guidelines on National Communications from non-Annex Parties states “Non-Annex I Parties are encouraged to provide information on their efforts to promote information sharing among and within countries and regions.” • “Information could cover, as appropriate, participation in and contribution to networks, and access to, and use of, information technologies for information exchange.” • Paragraph 41 of the Guidelines places reporting on information and networking within the context of sustainable development.

  3. User Manual • “Information and networking ... generally refers to several interrelated activities that assist a Party in the preparation of its national communication." • “As an example, the use of information systems forms an important part of GHG inventories, vulnerability and adaptation assessment and GHG abatement analysis.” • “Networking has a more encompassing function and refers to the national, subregional, regional and interregional as well as global processes which provide easy access to information, advice and guidance in the process of the preparation of national communications.”

  4. User Manual (2) • “This section could include information on: • Efforts to promote information sharing among and within countries; • Participation in and contribution to information networks; and • Access to, and use of, information technologies for information exchange.”

  5. Additional Helpful Information • Participation by countries’ experts in regional and international climate change processes and barriers to this participation. • Countries’ centers/organizations/institutions of technical and scientific expertise related to climate change.

  6. Background from FCCC/SBI/2001/15 AND FCCC/SBI/2002/15 • “Many non-Annex I Parties perceive issues of information and networking as central to their implementation of the UNFCCC.” • “…many Parties found that … exchange of information and networking were generally weak due to limited human and financial resources, limited data and information, and underdeveloped systems for collecting, processing and maintaining data and information.” • “The lack of hardware, software and expertise for establishing and maintaining networking facilities … presented major constraints ….”

  7. Web Links • The User Manual provides web links in five areas: • Global change research; • Systematic observations; • Technology transfer; • Education, training and public awareness; • Capacity-building.

  8. CTC Gateway • U.S. Climate Technology Cooperation Gateway provides: • Information about U.S. sponsored technology cooperation programs and projects, especially with developing and transition countries; • Access to tools, resources and technical experts; • Links to ongoing international activities. • www.usctcgateway.net

Tools (e.g.) • HOMER -- a computer model for evaluating design options for both off-grid and grid-connected power systems; • LEAP -- Long-range Energy Alternatives Planning system; • eeBuildings Lighting Upgrade Analysis Worksheet; • PoleStar -- an adaptable accounting system and modeling environment for sustainability planning; • ProForm -- provides basic assessment of the environmental and financial impacts of renewable and energy efficiency projects. • RETFinance -- calculates the energy cost of RE technologies.

LEAP • LEAP is a Windows-based software tool for integrated energy-environment and GHG mitigation analysis developed by the Stockholm Environment Institute - Boston. • LEAP includes a Technology and Environmental Database (TED) that provides extensive information on the technical characteristics, costs and environmental impacts of a wide range of energy technologies. • LEAP and TED are available at no charge to government, non-profit and academic institutions in developing countries. • The software can be downloaded from the website.

  11. AP-Net • Maintained by the Japanese Ministry of Environment. • Facilitates the exchange of experiences, data and information to address climate change in the Asia-Pacific region. • E-learning is an on-line training program. • Document Library provides access to professional documents on climate change. • Climate Change Data Center helps users easily access data regarding climate change. • Project-Info provides the latest trends and developments in climate friendly technologies.
