Formation of a young staff reserve at JINR • Youth representatives of the Laboratory • Since 2009, the AYSS Council consists of youth representatives from all JINR Laboratories • Training in the Educational Centers • For improvement of professional skills, the training of active youth is carried out in the various educational centers • JINR youth participation in various All-Russia activities (A.Tamonov) • JINR youth participates in various All-Russia activities

Building of available housing for rent by young employees 3.3. Sport program, public health services, help to young families 3.4. The system of prizes and grants for the youth • JINR awards for young scientists and specialists • The sizes of youth awards increase. Prizes are awarded in 4 nominations: • For experimental research • For theoretical research • For scientific-methodological and scientific-technical research • For scientific and technical applied research • Three types of prizes are awarded in each nomination: • The First prize: 27 500 RUB (~ 900USD) • The Second prize: 20 000 RUB (~ 650 USD) • The Incentive Prize: 10 000 RUB (~ 350 USD)

The system of prizes and grants for the youth • Work on creation of joint competition of youth grants of the JINR and Russian Foundation of Basic Research is conducted • The purpose – attraction of external financing and improvement of youth grant system • It is supposed to create a fund on a “50 to 50” principle. The Institute supposes to allocate for this purpose 10 M RUB (~335 k $) from JINR youth grant funds; for youth grants the competition fund can make 20 million rbl. • Grants are proposed to be individual. The expected amount of a grant makes 250 k RUB (~8 k $) per year, which can be used not only for the payment of additional compensation, but also for travel expenses, purchase of equipment and materials. In this case, the payments are not taxed. • Payments from the RFBR grants are not subject to income tax (13 %)

Housing for young employees • Building of own housing property • There has been organized priority youth queue in the house constructing by Capital Construction Department (Dubna, area#24, house #19). At present 10 young employees are constructing apartments in this house • Construction of residential areas for the lease agreement to young staff • Directorate plans to allocate about 30 apartments in one of the sections of the constructing house for rent to young employees

Sport activities • Various objects of a social infrastructure are accessible on favourable terms to young employees • Free time in gyms, on tennis courts, in a sauna and pool is allocated • The equipment and participation of a youth team in city football tournaments are financed • Active attraction of youth to the traditional sport actions devoted to day of JINR basis is carried out

PR-campaign: reading of exit public lectures, the organization of excursions, performances 4.3. Annual scientific conferences, schools, seminars of young scientists and specialists

Coordination of the UC programs • Working with high school students • At present, JINR tours and lectures for school children. Also exit lectures for schoolchildren of the city of Dmitrov and Dmitrov's area are planned • Schools for teachers of physics of the CIS countries • Since 2009, schools for teachers of physics of the CIS countries were held on the basis of CERN and JINR, there were lectures on advanced scientific research • In 2011 the School will be held in JINR, teachers of physics with the pupils are invited for participation

PR: public lectures, scientific tours and presentations • Reading visiting lectures • It is planned to carry out actualization and promotion of advanced research and read the visiting lectures, especially for high school and university students • Excursions • It is planned to attract pupils and students for excursions to JINR

Annual scientific activities for youth • Annual Summer School on Lipnya Island. • There are 50-70 participants each year • It is necessary to attract youth from various research centers and universities to participate in the school • Winter scientific conference of young scientists. • 129 persons participated in XIV scientific conference, 100 reports in 8 thematically sections have been read • For attraction of young scientists and students to participation in Conference it is necessary to raise the status of the Conference

Ayriyan. “Young Staff at JINR” Some conclusions • Over the last 7-8 years, the systematic work on recruitment and retaining young people was revived. • AYSS is active in all the Laboratories. • Most of the activities and new ideas are carried out by young people. For example, joint RFBR-JINR JINR grant competition - completely an idea and initiative of young people. • Among the leaders of the Laboratories there are no indifferent persons to it who are responsible for youth issues. • One of the progress indicators: the average age of employees - was stabilized during last two years. • The material of this presentation was presented and discussed on Scientific and Technical Council of JINR (17.01.2011)
