Timeline – Submitting Evidence • 31 Mar 2011 Deadline for submitting evidence for “Progress since Paris” Report. Maximum one-page cover note showing: 1) main findings; 2) reference to qualitative and quantitative data supporting the findings; and 3) description of methodology • Jul 2011 First draft of “Progress since Paris” Report • Sept2011 Final draft of “Progress Since Paris” REMINDER: Evidence is also needed to inform the Busan Outcome Document and the Events at Busan! Same criteria should be used.

How do we ensure political leadership before, during and after BUSAN? • Raise the political profile of HLF-4 • Generate momentum for meaningful outcomes at HLF-4 • Focus negotiations on an outcome document at HLF-4 by determining the likely areas of political commitment, level of ambition and possible opportunities and threats
Building Support for Busan – Options • Organise Partner Country Positions at the political level • Possible ministerial-level meeting(s) between partner countries, donors, other stakeholders to lay the ground work for HLF4 • Capitalise on existing events – contextualise HLF 4 and build political support • Engage key stakeholders & champions
Communications strategy • Communication strategy presented at the ExCom • Mainly oriented to raise the political profile of the HLF4. It includes communication initiatives before, during and after the forum • Written comments on communication strategy, including financial pledges, by end March 2011

Outcome document • Need to wait for evidence before taking major decisions (mid 2011) • First draft to be discussed at next WP-EFF (July) and a Second draft to be discussed in September. • Still time in Busan to introduce last changes (to keep ministerial interest…) • However, based on “menu of options” first terms of reference have been launched at the ExCom (living document)
