  3. Overall Objective The purpose of Local Contracts for Social Development is to promote the social inclusion of citizens, in a multi-response and integrated way, through a partnership workflow, in order to fight social exclusion and persistent poverty in depressed areas.

  4. Local Contracts for Social Development focus on the concentration of resources in four areas of intervention:  Employment, training and qualification; Parental and family intervention; Community and institutions empowerment ; Information and accessibility.

  6. INCLUSIVE GROWTH - Goals In Portugal  Employment Goal: The national target on the employment rate in 2020 for the population between 20 and 64 is 75%. Goal of Poverty Reduction: The national goal is a reduction of at least 200 thousand people in poverty by 2020. This reduction should be phased in this period, due to budget constraints and consequent effort to contain that Portugal will be the subject until 2013, looking ahead to a more significant decrease from 2013.

Entities involved in Local Contract for Social Development of Évora (including a commitment protocol signed for 3 years): Promoter Entity: City Council of Évora Funding Entity: Institute of Social Security Coordinating: Caritas of Évora (a private institution of social solidarity selected by the City Council of Évora – a charity institution) Executing entities: Caritas of Évora; Association for Social Welfare and Development of Cruz daPicada

Action Plan 36 months (April 2009 to April 2012); Prepared by a local team consisting of the executive core of the Local Council for Social Action of Évora; It also incorporates activities not financed by Local Contract for Social Development of Évora, considered important for the local intervention to be implemented, including actions that mobilize community resources, focusing on the integrated development of the Local Contract for Social Development of Évora in several areas, including housing, health, sports and education.

  10. Framework for Intervention Based on the social diagnoses and social development plans existing, problems/ needs by intervention area were identified.

Axis 1: Unemployment, low educational, qualifications and professional difficulties in entering the labor market, lack of motivation and expectations, lack of work habits; Axis 2: Lower social and parenting skills, lack of skills in household management, resistance to change, family breakdown, isolation, loneliness and depression; Axis 3: Reduced civic education, lack of feeling of belonging, difficulty in coordination of interventions by different entities within the territory, technical difficulty in forming associations; Axis 4: Lack of equipment in the area of new technologies, lack of training in information, communication and technologies for inter-generational context. 

  12. Target Audience Unemployed; Young people looking for a first job; Beneficiaries of social integration income; Active population; Elderly; Children and Young people; Leaders of institutions, especially private institutions of social solidarity (Charities).

Axis of Intervention 1 - Employment, Training and Qualification Monitoring of the integration process; Qualifications or constraints; Supporting entrepreneurship; Actions target at employers between employers, potential employees, professional schools and training centers; Training and information directed to economic agents.

Axis Intervention 2 - Family and ParentalIntervention Family planning; Information / training / education for citizenship and human rights; Self-help groups; Actions for personal development; Actions for personal skills training; Actions to domestic economy; Actions for the definition of life projects; Actions for the identification and diagnosis of stress and risk factors in families; Social and cultural actions for the elderly; Proximity volunteering with older people.

  15. Axis Intervention 3 - Community and InstitutionsEmpowerment Support for self-organization of the inhabitants Establishment of associations (residents, or youth issues).

So far: Over 500 beneficiaries supported; Good adhesion of the local community; Achievement of the goals; Improved coordination between organizations; Significant increase of the capacity of service; Greater effectiveness and efficiency of services and responses to identified problems; Improving levels of satisfaction of beneficiaries.

  19. Summary of the Intervention Strategy of the Local Contract for Social Development of Évora: Methodology of integrated care; Skills development; Promoting active citizenship, entrepreneurship and social responsibility; Involvement of the local community from partnerships with local media and effective partnership working; Awareness of the need for social innovation to increase efficiency and effectiveness of support provided by private institutions of social solidarity.

  20. Conclusion : That according to the Europe 2020 strategy, which calls for inclusive growth, we believe that the implementation of the Local Contract for Social Development program, in Portugal, may contribute to increasing the rate of employment and poverty reduction, recognizing that the proximity of the problems of local entities, including the municipalities, is in most situations, an added value to find a local answer and, therefore, more appropriate responses.
