3. Long term Outcome • Food security and livelihoods in Pacific Island countries are improved through skilled staff and communities managing and enforcing robust policies and legislation for sustainable coastal fisheries and aquaculture

4. 5 year project (start - mid 2016 end - June 2021) • Project budget NZD $7,287,759 • New staff recruited by this project from October ’16 to January ‘17 • CFA Legal adviser – Ariella D’Andrea • CFA Policy and management specialist – Jason Raubani • CFA MCS&E specialist – Ian Freeman • Project staff will collaborate with CFP Aqua section

Output 1: New and revised national legislation for coastal fisheries and aquaculture is drafted / progressed. • Output 2: New and revised subnational legislation for coastal fisheries and aquaculture is drafted / progressed. • Work with fisheries agencies to assess, review fisheries/aqua legislation • Assist with stakeholder consultations for input into reviews • Provide drafting advice, work with relevant national legal authorities. • Coordinate activities with FFA, FAO and others • National: A Sam, Tonga, Palau • Sub –N: ?

Output 3: Policies and management plans are reviewed, updated or developed. • Review and or draft national CF or Aqua policies and plans • Work with country counterparts to get high-level buy-in • Help with national stakeholder consultation (sub-national ?) • Printing distribution of policy/plans (type) documents • Policy: Fiji, Tonga, • Plans: A. Sam, Sol Is, Tuv, Ton, Van

7. Output 4: Provide capacity development training and mentoring to national and subnational levels in fisheries policies and management plans • Short term attachment training at SPC in C/F fisheries governance (to complete work, mentoring) • 4 X PI Junior professional (1/yr) positions for fisheries/conservation agencies or relevant NGOs C/F governance (Policy/MCS) • PIJP attachment to NZ MPI • Advertised post, successful applicant will need supporting letter from supervisor allowing staff release and holding position for staffs return.

8. Output 5: MCS and enforcement modules with supporting database are developed and training delivered. • Collaborate with FFA, NZ MPI: identify modules to cover C/F & Aq; MCS&E • FFA & USP to accredit training modules / course and materials incl recognition of prior learning • Assist national/sub-national trainers to refine MSC training material to suit local situations • Assist national/sub-national trainers in in-country training • National: Palau, RMI, Sol Is, Tonga: • Community: Fiji

9. Output 6: Awareness raising materials on fisheries rules, regulations and penalties are developed and disseminated. • With National and S-N counterparts develop a range or awareness raising materials (e.g. radio, film clips, printed material etc) on rules, regs and penalties • Attachment training for staff to develop awareness raising material • Assist with production, printing distribution cost for awareness material • Sol Is

10. Collaboration with other partners, national projects • Capacity building is key focal area of this project: all staff involved to provide capacity development, mentoring • Under each output, gender and human rights issues (including social analysis) will be covered to ensure no bias exist and to promote shared benefits in any new legislation/policies/plans developed. (Sol Is, Cooks and Palau agreed to conduct gender assessment yr 1)
