Poverty Reduction Trend • Plausible: 1985: 60% >> 2005: 20% (VN) • But not sustainable: re-impoverished communities continue to appear. • Fragmented efforts: little coordination, several national and provincial programs, competing, duplicating. • Needed: an inclusive and sustainable development approach. Paradigm shift in approach (1) • Decentralization • Local level participatory planning • More focus on spatial and chronic poverty approach • Differentiation in policies design and implementation for the ethnic minorities poor households groups (with focus on capacity-building and institution development/farmers’ organizations, and infrastructures) VO-TONG XUAN and NGO HUY LIEM Angiang University, Vietnam. Paradigm shift in approach (2) • Differentiation in poverty interventions linking with the globalization trend and markets (increasing piloting support from donors to use the Value chain approach to increase the participation of the poor / gender in the INCLUSIVE production > processing > marketing process, however more efforts still needed in various sectors and provinces). VO-TONG XUAN and NGO HUY LIEM Angiang University, Vietnam. Aug.2007
Paradigm shift in approach (3) • Strengthening the private sector (especially in linking with the Value chain approach, raising Corporate Social Responsibility, linking with Pro-poor growth with Environmental issues) • Incorporating workable and improvable Monitoring and Evaluation System at all levels, especially with the results-oriented focus and inequality concerns • Much more coordination among agencies and institutions ( national and foreign) in the policies formulation and programs/projects implementation.
