  2. Introduction • This proposal is about the editorial process, not the decision-making process • This proposal suggests a simpler procedure for writing, amending, and publishing documents

  3. Background • Current policy • apnic-083 “APNIC Document review policies and procedures” • Describes a system of calls for comments • Categorises nature and importance of proposed reviews • Review category determines number and length of calls for comments

  4. Problem • Current review policy was developed when the role of SIGs was less clear • It does not adequately recognise the role that SIGs and AMM have in making decisions • Current process is complex and time consuming • Categorising reviews is no longer necessary once a decision has reached consensus in the SIG AMM process

NO YES Implementation 3 months Proposal for revised editorial process • Propose revising apnic-083 to: • Fully recognise decision making process of SIGs and AMM • Provide a simple editorial process that applies only to implementing the decision

Proposal details (1) • Remove categories of review • Not necessary for decisions made by SIG-AMM process • Secretariat releases draft reflecting SIG-AMM decision • Single call for public review • Intended to ensure draft properly represents decision • Community can request additional reviews on basis that draft does not properly represents decision

  8. Proposal details (2) • Include mechanism for lodging objections to the document on the ground that the policy is fundamentally flawed and may do harm to the global Internet • These objections to be directed to Executive Council • EC has power to suspend the implementation of the document

  9. Advantages and disadvantages • Advantages • Less complexity in editorial process • Better recognition, and faster implementation, of decisions which have already achieved consensus • Disadvantages • ?????

  10. Implementation • Not seeking a decision now • Feedback and suggestions welcome • Intended to present proposal again for decision at APNIC 16
