What is Benchmarking ? • Benchmarking is the planned process by which an organisation compares its health and safety performance with others, with a view to; • Reduce accidents and ill health • Improve compliance • Cut compliance costs • Identify strengths & weaknesses in their system • Enables informed target setting • Continously improve • KEY – Accurate information about the industry performance UK Report – “Rethinking Construction” – “…there is a need to effectively measure performance if continious improvement is to be achieved…” Construction Safety Partnership Plan 2008- 2010

What to Benchmark ? • Our initial guide – “Keep it simple” & “Walk before you run” • Did not want to create an extra burden – use information that already exists but analyse it !!!! • Review other systems in other jurisdictions • Final Agreement • Measure fatal Accidents • Measure reportable accidents • Measure all accidents • For • Each business unit • Each site Construction Safety Partnership Plan 2008- 2010

Outcome • Benchmarking tool that generates; • Accident Frequency Rate (AFR) / Accident Incident Rates (AIR) • Specifically for the construction industry • Can be – • Per business unit • Per site • Many permutations of analysis ( Vassos to outline output) Construction Safety Partnership Plan 2008- 2010
