Purpose A tool for teacher and school to monitor in a reliable and systematic way: - the progress of individual learners throughout their (primary) school career - (aspects of) the quality of the school Recently Provide school boards with information about the learning outcomes of their schools
Content Consists of: • a coherent set of nationally standardized tests (paper based and computer based) for longitudinal assessment of a pupil’s achievement throughout primary education • a system for manual or automated registration of pupil progress
Testing component • administration • marking and interpretation • Diagnostic component • collecting additional data • identifying specific problems • drawing up remedial plan • Remedial component • carrying out remedial plan • evaluating remedial plan Working procedure

Measuring technique (IRT) Allows: • Test results that differ in content, difficulty and number of items canbe compared • Monitoring over years with different tests • Position of pupil on scale to be compared with national reference group

In conclusion (1) Cito’s Monitoring and Evaluation System is: • A practical tool for teachers and schools to systematically monitor the quality of education. Recentlyalsofor school boards • A system for (automatic) registration and reporting on 4 levels: • Individual pupil • Grade or cohort • School • Across schools
In conclusion (2) • 95% of the Dutch primary schools use at least one of the tests of the system for purposes of self-evaluation • Head teachers in the Netherlands regard self-evaluation as a useful and instructive undertaking • But: accompanying process take a lot of time and causes many to hesitate when it comes to actually carrying out a self-evaluation.
