This Wisconsin Department of Transportation, NW Region project involves routine maintenance for structure B-61-0054 (on State Highway 93 over the Trempealeau River), to be completed by a let construction contract (tied with state project 7130-01-70). [See attached project location map -Exhibit A.] The existing structure was constructed in 1977, on former County Highway A. It is not classified as structurally deficient or functionally obsolete. Routine maintenance of the structure is needed to correct problems that if left untreated will reduce the overall lifespan of the structure. The existing deck is smooth (little surface friction), with spalls and cracks. The concrete girder ends are cracked with rust staining. Both joints are leaking. Bearings are rust coated. The drainage inlets are low and present a traffic hazard. The proposed project will address the maintenance concerns and provide a better driving surface, increasing safety for the traveling public. State Highway 93 is a long truck route, making it a critical link for the local and statewide economy. The project length is restricted to the structure and approaches (approximately 350 feet). The proposed work includes a concrete deck overlay, joint replacements, bearing replacements and girder repair (limited to girders at the abutments). [See record drawing -Exhibit B.] The approaches will be evaluated for concrete approach slabs. There will be no change to the waterway. Work under the structure is limited to at the abutments. There is no work proposed at any of the piers. The existing State Highway 93 cross-section will be maintained [see attached typical sections-Exhibit C]. Construction will either be staged under traffic or with traffic detoured onto County Road A and State Highway 95. No impacts to wetlands are expected. There is no proposed fill, other than very minor blending of the shoulder material to match the minimally increased profile (approximately 1-inch) after the concrete deck overlay. Some minor roadway excavation at the abutments may be necessary to perform repairs. Best management practices will be required for protecting Trempealeau River for before, during & after construction. If wetlands are impacted it will be limited to temporary loss.
