Context • Reliable Runways: ATC improvements are key strategy--add poor weather capacity • Good Passenger service: HSR and Internal Airports have most effect • Convenient Airports: no Scenario shows major change in distance, travel time • Climate Protection: GHGs increasing; HSR is only Scenario with significant effect

Traffic Redistribution • Airports provide facilities; airlines determine service • How will rising delays at SFO affect airline service decisions? • What is role of demand management in encouraging traffic redistribution? • What is role of FAA in encouraging traffic redistribution, e.g., using slot controls?
Demand Management • Many different forms, airlines and GA oppose • Should delay problems at SFO be addressed by airport operator, FAA, or Congress? • Should SFO develop a demand management program now or wait to see what ATC improvements produce?
New ATC Technologies • FAA responsible for all phases; goal is delivery by 2025 • Airlines need payback to equip planes • Congress has not provided sufficient funding to date • How can RAPC help expedite Bay Area applications and airline equippage? • Study of airspace requirements needed
Alternative Airports • Airlines decide where and when to add service and which airports to serve • Airports provide facilities and market their airport • Subsidies could help in some cases • Future RAPC collaboration vis a vis Travis AFB and external airports? • ALUCs need to be involved
High Speed Rail • CA HSR Authority in charge of all aspects of funding and development • Airline competitive response will influence runway capacity benefits • European examples of coordination between HSR and the airlines • What should Bay Area be doing to encourage this type of collaboration?
Next Steps-Part 2 • Literature review of institutional arrangements in other areas • Review RAPC’s regional role and its strengths and weaknesses • Discuss how different institutional arrangements could address RAPC’s strengths and weaknesses • Draft staff recommendations for Vision and Implementation Plan
