A brief presentation of the Hungarian ENIC/NARIC • 1989: political changes (free movement between countries) • 1993: establishment of a central office (to recognise foreign qualifications and to facilitate teacher and student mobility by providing information) • 1994: member of the ENIC network • 1997: member of the NARIC network

  3. The tasks of the Hungarian ENIC/NARIC • Recognition of certificates and degrees: • recognition of primary and secondary school leaving certificates, certificates attesting vocational training • recognition of higher education degrees • Providing information: • providing information about foreign higher education institutionsfor Hungarian HEIs, state agencies and students • providing foreign HEIs, authorities and professional organisations with information about the Hungarian (higher) education system

Some other tasks of the Hungarian ENIC/NARIC • Further activities: • issuing certificates about studies atHungarian (higher) education institutions and Hungarian degrees, certificates for foreign recognition • drafting the legal regulations concerning the recognition of foreign degrees as well as preparation of international agreements • participating in the activities of the ENIC and NARIC network • collecting, arranging and processing information concerning foreign higher education systems, the legal status of higher education institutions, degree courses, the conditions of obtaining degrees and other qualifications • coordinating the Hungarian section of the Central European Exchange Programme for University Studies (CEEPUS) operating since 1993.

The idea behind the Hungarian system of recognition of foreign qualifications National regulations concerning degrees and programmes: • the legal effect of degrees • degrees issued in foreign countries • unilateral recognition of foreign degrees • bilateral and multilateral equivalency agreements and the European Community Law • „non national” certificates, degrees (IBO, European schools, College of Europe, etc.)

  8. Documents falling within the competence of HEIC • certificates of primary education • certificates of secondary education • vocational qualifications • higher education degrees

  9. Who may request recognition? • Hungarian residence is a MUST – proved by official certificate • Proof of ID: • Hungarians & EU citizens: identification card, driving licence or passport • non-EU citizens: residence permit or working visa

  10. Handing in an application • In person: the Customer Service of the Ministry of Education and Culture • By post: to HEIC’s address

Required documents:Recognition of the level of the degree • Attested copy of the original diploma/degree • Attested copy of the transcript (list of grades, registration book, etc.) • Authentic translation of the above two (except: Bulgarian, Czech, English, French, German, Romanian, Russian and Slovak languages)

Required documents:Recognition of the level of the degree and the professional qualification 5 copies of: • Attested copy of the original diploma/degree • Attested copy of the transcript (list of grades, registration book, etc.) • Authentic translation of the above two (except: Bulgarian, Czech, English, French, German, Romanian, Russian and Slovak languages) • Professional CV

  13. Length of the procedure Recognition of the level: 60 + 30 days (average 26 days) Recognition of level and profession: 90 + 30 days

  14. Procedural fee Recognition of the level: 15 625 HUF (56 EUR) Recognition of level and profession: 15 625 + 46 875 = 62 500 HUF (224 EUR)

  15. Paying the fee • Money transfer postal order (can be obtained at the Customer Service or from HEIC) • Bank transfer to HEIC’S account number (proof of transfer necessary)

  16. Legal remedy • Appeal within 15 days to the Minister of Education and Culture
