  1. FEMA UPDATE New National Focus and Region V Initiatives Presented at the Wisconsin’s 44th Annual Governor‘s Conference on Homeland Security and Emergency Management Andrew Velasquez III Regional Administrator

FEMA Region V At A Glance • Serves the states of Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin, as well as 34 federally recognized tribes in Minnesota, Wisconsin and Michigan • Employs about 140 full-time employees • Can draw on a cadre of more than 500 disaster assistance employees to provide support during major disasters.

FEMA Region V - Organization • Mission Support Division • Responsible for ensuring continuity in the leadership of the agency's critical business operations and program for financial administration of all non disaster grants. • Mitigation Division • Responsible for creating safer communities through programs that reduce the loss of life and property such as the National Flood Insurance Program and the Hazard Mitigation Grant Program

FEMA Region V - Organization • National Preparedness Division • Responsible for the coordination, and development of the capabilities and tools necessary to prepare for all hazards among all levels of government and private sector, community groups, faith based organizations and, most importantly, the public. • Recovery Division • Responsible for providing federal assistance to individuals, households, and businesses as well as eligible public facilities in states declared a major disaster by the President

  5. FEMA Region V - Organization • Response Division • Responsible for coordinating and implementing the federal response to major disasters, including planning, operations, logistics and operates a 24/7 regional response coordination center

The Role of FEMA “The primary mission of the Agency is to reduce the loss of life and property and protect the nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation” The Homeland Security Act of 2002

  8. FEMA’s New Direction Imperatives for saving lives: • Think Big • Must depend on the public • Public must be a resource and not a liability • Go Smart • Measured response

FEMA’s New Direction • Regional Administrators with state and local emergency management and homeland security experience • Delegation of authority to Regions for day-to-day implementation and management • Fire Management Assistance Grants: Regional Administrators delegated authority to approve grants, speeding assistance • Regions are directly responsible for disaster management. Headquarters provides support and assistance

  10. Preparedness – A Shared Responsibility National preparedness is a • Shared responsibility • Requires broad and engaged citizen participation • Incorporates responsibilities of individuals, families, and communities including private, non-profit, and faith based sectors

  11. Region V Initiatives Preparedness • Integrated Risk Management Efforts • Hazard Identification and Risk Analysis (HIRA) - Identify the Region’s hazards and severity of risk • Assessment planning tool to help identify high risk areas and local, state, and federal capabilities and shortfalls

  12. Region V Initiatives Preparedness • Integrated Prevention and Protection Efforts • Fusion Center exercises • Enhanced emergency management and law enforcement integration • Strategic focus on interdisciplinary planning. • Hiring new planners with diverse planning backgrounds

  16. Region V Initiatives Response Planning • Regional interoperable and resilient communications • Enhancing the Emergency Alert System and IPAWS • Enhanced the Regional Response Coordination Center and Watch to a 24-hour staffed operation • Supply chain management in cooperation with the states

  17. Region V Initiatives GIS Resource Center • Flex Viewer Application • Newest application – Integrates external GIS maps, live feeds. Real time data • GeoPDF Application • Enables end user to manipulate map through data layer selection • Software free – FEMA working with states to produce GeoPDFs using state data • Google Earth KML Applications • Google Earth environment able to display infrastructure and flood data

Region V Initiatives Strengthening Partnerships Defense Coordinating Element Permanent 9 person team located at Region V Integrated with FEMA to enhance rapid support to civil authorities during emergencies Key to accessing a host of catastrophic response or niche active-duty military resources Liaison with state national guard
