  1. Welcome to the Retailer Master Burner Course! We are excited about this year’s Wood Stove Exchange Program!Let’s get started….

  2. The first thing to remember is that the new appliance must be purchased within the program dates. These dates change every year depending when the funding is issued.

  3. A $500 cheque will be issued by PG AIR to each program participant who submits afully completed voucher and completes all required components. 500

  4. Permit fees wiaved Installation permit fees by the Regional District of Fraser-Fort George and the City of Prince George will be waived for all eligible Woodstove Exchange participants. Thank you Regional District of Fraser Fort George & the City of Prince George!

  5. Completed Voucher Retailers are responsible for ensuring that each requirement on the Voucher is completed, and for submitting all required documentation (photos, receipts, permits) as indicated on the Voucher Checklist. ✔

  6. Completed vouchers should be submitted by the retailer to the PG AIR Woodstove Exchange Coordinator.

  7. Woodstove Exchange Vouchers will bekept in the possession of the retailer through the entire exchange process, to ensure reliable tracking of and follow up with participants. When a customer wishes to participate in the program, the retailer will enter the customer information on one of the vouchers and reserve that voucher in the store. Please issue the voucher number to the customer, for their reference when contacting you or PG AIR.

  8. After a retailer shows proof that the vouchers have been reserved for a customer (must show customer name, contact information, and reserved voucher number), they may contact the PG AIR Woodstove Exchange Coordinator to request additional vouchers. This process will continue until all vouchers have been used. PG AIR will retain a few vouchers for customers who may wish to purchase their appliance elsewhere.

  9. The Woodstove Exchange Coordinator will check in with retailers before the end of the program, to re-distribute unused vouchers, and to ensure that all vouchers can be redeemed before the program end date.

  10. Residents who are exchanging their old stove for a new woodburning appliance, will be required to participate in PGAIR’s Master Burner Program. The program will focus on proper techniques to start a fire and operate a woodstove to reduce smoke.

  11. Please have each woodstove exchange participant review the “Woodstove Exchange Program – Participant Information Form” that is attached to the voucher. Participants must sign the Information Form and the Voucher indicating that they understand they must participate in the education program to receive their $500 rebate.

  12. If there are any questions, please contact or have them contact the PGAIR Woodstove Exchange Coordinator. If you know of other newer woodstove owners outside of the Exchange Program who would be interested in participating in the education program, please put them in contact with the PGAIR Woodstove Exchange Coordinator.

  13. There is no longer a boundary map as participation has been expanded to all of the Regional District Fraser-Fort George and the City of Prince George. 30% of vouchers are reserved for residents within the Regional District. This means you must reserve vouchers (each retailer) for residents within the RDFFG.

  18. 2014 BC Provincial Woodstove Exchange Program Guidelines PROVINCIAL WOOD STOVE EXCHANGE PROGRAM The Provincial Wood Stove Exchange is a program designed to encourage British Columbians to change out their older smoky wood stoves for low emission appliances including new CSA/EPA-certified clean burning wood stoves. In 2014-15, approximately 16 communities and regions will run a community-based program, which includes rebates for residents, as well as public education and outreach. You are invited to participate in the exchange program in your area and help make a difference. This letter outlines important information about the program guidelines and your roles and responsibilities should you choose to participate.

  19. Program Objectives The objectives of the Wood Stove Exchange Program are to: • Improve the air quality in your area by lowering wood smoke emissions. • Encourage home owners to trade in old inefficient wood stoves for something cleaner burning by offering a financial incentive. (It does not have to be a wood for wood exchange. See list of qualifying products for more details). • Educate the public about clean, safe wood burning habits through Burn It Smart workshops and/or showroom demonstrations. • Explain what “EPA Certified” (CSA B415) means and how it affects all of us. • Educate local governments, environmentalists, inspectors, insurance people and fire departments of the benefits of clean burning in an EPA appliance. • Generate some “off-season” sales for you, while displacing some of the myths and misinformation regarding wood stoves.

  20. How the Program Works Communities can choose to run their programs year-round or during the March-April period only. The local program coordinator will be contacting you shortly to partner in the program. It is expected that retailers partner fully for the duration of the community program. However, the industry discount portion generally occurs in March and April. You and your manufacturers may wish to extend the industry offers.

  21. The local coordinator will issue either a voucher or a tracking number to program participants entitling them to a $250 rebate upon satisfaction of program requirements. In some cases, the rebate amount will be greater than $250 depending on partner contributions.

  22. 2. Retailers may issue vouchers/numbers to qualifying customers willing to participate in the program in order to reserve their rebate. Once the customer has satisfied all program requirements as verified by the retailer, a cheque from the program coordinator will be issued to the customer.

  23. 3. Program requirements to qualify for the $250 rebate include: • Verify (i.e. photograph, record model/make, etc) that old stove in use is eligible; • Confirm purchase and installation of new low emission appliance according to local code requirements; • Confirm decommission and/or delivery of old appliance to designated recycling station.

  24. 4. Retailers are authorized to sign-off on each requirement. 5. The industry trade-in contribution (discount) will be $150 or more off your supplier’s suggested retail price. This applies to new units only (no demos) and a limit of one stove per trade in. Note, the dollar discount differs from previous years when a 15% discount was offered. (Contact your distributor/manufacturer for how the discount will be shared).

  25. 6. The retailer is responsible for physically taking the trade in stove and rendering it non-useable by removing the door(s), damaging the flue collar, drilling holes in the body OR getting the body to the metal recyclers to be destroyed. These stoves are NOT to be re-used anywhere. If the homeowner wants to assist you by delivering his stove to the crusher himself, he must bring you a receipt confirming that the stove was destroyed. THE INTEGRITY OF THE ENTIRE PROGRAM RESTS ON THIS PRINCIPLE! Any retailer found not following these guidelines will be expelled from the program and forfeit his credits.

  26. 7. Retailers are responsible for doing a sales summary at the end of the program, and forwarding same, along with copies of the sales invoices to your supplier(s) for a one time rebate (i.e. your 50% credit). This should be done within one week of the end of the program. Fax copies and/or emails are acceptable. Late submissions will forfeit the credit. The consumer does not need to take possession of his purchase before the end of the program, but the paperwork MUST be done by then.

  27. 8. The invoices MUST show the following information: • Customer name and address. • Model being purchased. • Model being traded in.

  28. 9. You should do your own local advertising, over and above what any local organizers may do, to promote the exchange.

  29. 10. You should work with the local coordinator to distribute educational and promotional materials about the local wood stove exchange, smart burning techniques, and the LiveSmart incentive program.

  30. 11. Signing the attached registration form acknowledges that you and your staff have read and understand the program guidelines, and that you pledge to see the old stoves destroyed and complete your paperwork in a timely fashion.

  31. What can be changed out? ORIGINAL APPLIANCES that can be CHANGED-OUT under this program • A free-standing non-EPA certified “stove”. A “homemade” or ‘barrel’ stove. • A so-called “airtight” non-EPA certified fireplace insert, or tube type heat exchanger with a face plate and door (like the ‘Free Heat Machine’ or Welenco) that is currently installed in an open hearth fireplace. • A non-EPA certified “wood furnace” (ducted, forced air, home heating appliance) - may only be replaced by an EPA certified wood furnace or Pellet furnace. • A wood-burning Cook Stove • *In select cases, coordinators can use judgment and qualify other smoky appliances (i.e. someone using an open hearth fireplace for regular home heating) – this should be an exception to the rule and not advertised. In addition, in these select cases, the customer would qualify for the provincial/municipal rebates but not the $150 industry portion.

  32. What qualifies as a replacement stove? QUALIFYING PRODUCTS to REPLACE the non-EPA wood-burning appliances above • An EPA certified wood stove, a pellet stove, or a gas stove/fireplace • An EPA certified wood insert, a pellet insert, electric insert or a gas insert • An EPA certified factory-built wood fireplace - may only be accepted if it is replacing a NON EPA certified WOOD STOVE OR NON EPA certified WOOD INSERT (not an existing factory built fireplace). • Value of rebates cannot exceed value of appliance!

  33. What does NOT qualify as a replacement stove? WHAT DOES NOT QUALIFYas a Replacement Appliance: • (Program funding will not be provided to install these appliances.) • A new insert to an existing open hearth fireplace that does NOT currently have an insert installed in it. An exchange of an existing wood appliance must take place*. • Electric stoves or fireplaces (replacement electric inserts are allowed) • Factory built (“zero clearance”) fireplaces. • Wood cook stoves - Cook stoves are EPA exempt therefore are not covered by this program. They may be replaced by an EPA certified stove or other "non cooking" product within the qualification list above. • Outdoor appliances (replacement unit must be installed in an area with 4 walls, ceiling and a door) • Tin heaters/tent stoves - something NOT used in a residential application.

  34. RETAILERS NOTE Appliances used for the replacement MUST BE PURCHASED FROM YOUR SUPPLIER(S) WITHIN THE DATES OF THIS PROGRAM! If you use a unit from your existing inventory, you MUST purchase a replacement unit within the program dates. Only units PURCHASED within the program dates will be eligible for the credit from your supplier(s).
