Social inclusion of unemployed groups in Portuguese European Founds Support Frameworks (1990-2007)
QCA I and II 1986 - 1999 EFSF I and II First economic support to develop education and professional training in Portugal after a democratic government (1974) • Portugal had great internal asymmetries in education and professional training • These economic frameworks tend to improve professional training programs as in public administration as in private companies • There was no concern in equality programs like gender or social inclusion Professional training Competitiveness factors Portugal European Union

There is no consistency between the gender equality promotion strategies and the defined objectives of the structural founds Gender equality is still oriented for training, employment and work (training, entrepreneurship, work-family balance) mostly based on organizational problems Sustainability ?
Mainstreaming in diverse areas is not supported by clearly objectives , indicators and instruments, of monitoring and evaluation Positive actions are focused only in employment questions. Gendered organisation of life? Gender equality promotion is still a question of specific actors (mainly women organisations) Sustainability ?
Concerning gender equality promotion the has been a credendum of scope There are no political or technical consistency to allow gender mainstreaming Positive actions are focused only in employment questions Development isn't still engendered Conclusions
