  2. share-net: Background • Aids Coordination Group 1982-2000 >> need to expand scope/constituency • Cairo+5 coordination platform 1998-99 • Netherlands: important international role in HIV/AIDS and S&RH >> $$+TA >> new platform to strengthen individual and joint capacities

  3. share-net: Mission • Contribute to improving the international S&RH and rights and HIV/AIDS situation • Guided by principles of human rights, equity and equality and empowerment

  4. share-net: Objectives • (a) Maximise effective use of the comparative advantages of NL-based organisations/experts, and (b) strengthen synergy in their professional activities to the benefit of partners South/East

  5. share-net: Objectives 2. Achieve/maintain adequate attention for S&RH and HIV/AIDS on (inter)national agenda and within member organisations

  6. share-net: Members * 41 organisations, including • all major development aid donor NGOs (5), these manage 10% (400+ mln Euro yearly) of NL bilateral aid • emerg./dev. aid implementing NGOs (10) • academic/research institutes (7) • consultancy businesses (7) • specialised S&RH-AIDS NGOs + associations (12) * around 15 independent experts and professionals

  7. share-net: Organisation+$$ • Steering Committee – policy, finances, annual plans+reports • Various Working Groups – content, activities • Secretariat – facilitating/implementing staff (4 part-timers) • Funding: 60% members, 40% Govt; extra from others for special projects/activities

  8. share-net: Activities • CAPACITY BUILDING >> seminars, 8 in 2002 eg. • HIV/AIDS & role of business (6 Nov) • S&RH-AIDS and SWAps • Improving S&RH in Central/Eastern Europe • Integrating S&RH and HIV/AIDS >> resource papers? >> advocacy training? • ADVOCACY (new cabinet/MPs…; Aids policy paper; Bush-UNFPA; EC/MEP; UNAIDS; WHO) • STRATEGIC INFO-BROKERAGE >>ResCentre

  9. share-net: Resource Centre • Website >> docs, members + profiles, activities, events, courses, vacancies • Documentation – facilitating access (before: own DocCentre) • Monthly AIDS Upd@te + S&RH Upd@te • Expert database (NL-based expertise) • Advisory services to (non-)members • 5 Electronic exchange platforms (listservs)

  10. share-net: Strengths & Opp. • Many S&RH/AIDS + aid NGOs in NL • >80% of relevant organisations included >> broad constituency • Non-members interested in activities • >60% of $$ from members, 3-yr commitm. • Secretariat with paid staff • S&RH & AIDS: common ground (?) • Not duplicate what members do (?) • Govt. supports active civil society • Open communication lines with Ministries

  11. share-net: Challenges • Diversity vs. average member >> knowledge, tools, needs, expectations? • Passive/active members… • What do members really want? • Ambitions vs. human/$$ resources (and 90% of resources = fixed costs) • S&RH & AIDS: integration? • Added value/outcomes not always ‘practical’/measurable? • South-oriented, not home situation

  12. National S&RH and/or HIV/AIDS Networks in Europe • Exist in UK (2), Belgium, Spain, Denmark, Netherlands • Initiating in Switserland • Other? >>Varying origin, constituency, funding, mission/ambition, funding, scope, activities, experiences >>Varying potential and impact

  13. National Networks and the Cairo(+10) Agenda IF • National networks have added value, new potential, more impact • Advancing the Cairo(+10) agenda implies challenges which need stronger response

  14. National Networks and the Cairo(+10) Agenda THEN (c) Developing + strengthening national networks deserves substantial attention — from national NGOs — from regional networks: IPPF-EN, EuroNGOs, other?

National Networks and the Cairo(+10) Agenda QUESTIONS • In principle, do national networks have the potential for added value? • What are conditions to realise that potential? • Does Cairo+10 pose special challenges which national networks can help responding to? • Should a separate meeting be de-dicated to this issue, early 2003?
