What did the PUC do? • Phase 1 (July 2009) • Xcel was granted increase of $112 million (5%) due mainly to Comanche 3 costs. • Phase 1 (January 2010) • Xcel was granted a rate increase of $128 million (6.7%), phased in two steps. Main driver of increased costs was Comanche 3 and FSV gas turbines. • Phase 2 (June 2010) • Instead of a flat energy charge of $0.052 per kwh, for residential customers, adopted a lower winter rate and a tiered summer rate.

  5. Xcel Customer Electric Bills The customer monthly bill consists of several parts: • Base Charges • Service and Facility Charge • Energy Charge • Adjustment Riders • GRSA (General Rate Schedule Adjustment) • ECA, PCCA, TCA, RESA, Windsource • Franchise Fees • Taxes ≈ 47% ≈ 47% ≈ 6%

  6. Average Xcel customer uses 687 kwh per month during the summer. • 80% of customers use less than 1000 kwh per month in the summer. • 97% of customers use less than 2000 kwh per month in the summer.

  10. Electricity Use and Medical Needs • The issue was not raised during hearings. After contact from advocates, PUC took new comments on the issue. • Xcel has two programs • Medical Certificate – 3,500 persons in 2009 • Life Support Program – 2,100 persons in 2009 • Xcel studied bills of these two groups • Found small rate impact, up slightly or down slightly. • Considerations: the annual rate impact; the alternatives; PUC authority to approve medical exemption.
