Building professional partnership As a unified body of WB, IUCN, Agency “Moldsilva”, ICAS (Institute of Forest Research and Management), NGOs. Building professional partnership In October 2009 the TOR for a special Forest Marketing study in the Republic of Moldova was prepared and posted on the ICAS's website. Three quotations from local NGOs have been received. In December 2009, the Selection Committee composed of representatives of WB and IUCN decided to offer the position to local NGO "Silva-Meleniu III”. This analytic study will have provided: • a thorough analysis of the real consumption of wood products; • extensive analysis of the import-export trends; • ways to forecast domestic consumption in Moldova. Public Association "Silva-Meleniu III" (Chairman, MrAndreyCerescu) has been awarded a contract worth $19,834 [= EUR 13.616]) to provide a forest marketing study for the period of 1st January 2010 through 31st December 2010 NGO undertakes forest marketing study in Moldova
Building professional partnership As part of reforms and FLEG process in the country, Governmental Agency “Moldsilva” and Ecological Inspectorate of the Ministry of Environment have agreed to launch a revision campaign for the period of April-May 2010. “Moldsilva” issued Order Nr 37-p from 18.03.2010 on “Improving forest protection by organizing revisions and control activities of forest cantons in spring 2010”. ENPI-FLEG PCT Moldova (WB + IUCN) has contributed to organizing these activities. Working groups (representatives of forest authority, state environmental bodies, NGOs, judiciary organizations, forest enterprises, local public bodies, private sector) will be organized. “Moldsilva” & Ecological Inspectorate jointly undertake revisions of volumes of illegal logging in April-June 2010
Building professional partnership As part of reforms and FLEG process in the country, in order to improve economic efficiency of the forestry sector, rational using of forest products, sustainable development of forestry sector, the Governmental Agency “Moldsilva” has issued Order Nr 18-p from 04.02.2010 on “Forest plots planned for public auction and ways of their exploitation by the beneficiaries”, followed additionally by Order Nr 19-p from 04.02.2010 on “Regulations on functioning and organizing the forest auctions” and Order Nr Order Nr 22-p from 12.02.2010 on “Creation of the auction commission and its statute”. Two open auction sessions for private agents and public sector in Moldova have been organized. From 826 plots proposed at the first open auction held on 26 February, a total of 201 plots have been adjudicated and reached the price of 7,633,000 Moldavian Lei. From 624 proposed plots at the second open auction held on 23 March 2010, a total of 105 have been adjudicated on a sum of 4,482,000 Moldavian Lei. Moldova experienced its first forest auction ever by awarding contracts for sale of standing timber – the income has doubled compared to planned income !
Building professional partnership As part of reforms and FLEG process in the country, Governmental Agency “Moldsilva” has developed a draft of a Governmental Decision on: (1) reorganization (through merging) of its territorial forest and game enterprises, and (2) creation of a state timber company. This Governmental Decision has not been signed yet, however, the Ministries (Environment, Finance, Economy) have endorsed it already. Agency “Moldsilva” reorganizes its territorial subdivisions
Building professional partnership Official data on the level of wood illegally logged in the Moldavian national forest fund during 1997-2004 stated an amount of 142.300 cubic meters, of which 35,000 cubic meters (25%) were produced in forests managed by the state forest authority (Agency “Moldsilva”) and the other 107.000 cubic meters (75%) produced in forest lands of municipalities. Total amount of revenue loss over 10 million Moldavian lei. Illegal logging is a serious threat to forest ecosystems, biodiversity and local people’s life. The Forest Research and Management Institute (ICAS Chisinau) was selected to: • Conduct an analytical study on illegal logging by assessing the real impact from illegal harvesting; • Develop strategies and mitigation recommendations • Attract governmental, NGO, private sector and judiciary bodies to assessing the economic and social impact of unsustainable forest practices. Building communication bridge Forestry Sector needs profound reforms regarding policy, strategy, economy, legislation through cultural and social traditions. Sustainable development and conservation of forest biodiversity - priorities of the sector. A working group on transparency and communication was created within Agency “Moldsilva”. ENPI-FLEG PCT helped state forest authority develop a special Order Nr 210-P from 29 December 2009 on “Ensuring transparency in the activity of Agency “Moldsilva”. Building communication bridge ENPI-FLEG PCT (IUCN + WB) helped state forest authority develop a a media and communication plan for 2010 - Agency “Moldsilva” issued Order Nr 49-p from 30.03.2010 on “Communication process in the activity of Agency Moldsilva” (according to article 12 of the Forest Code). Large public has the right to know and the right to receive information from the state forest bodies, the right to propose and implement activities (article 23 of the Forest Code).
