Introduction Licensing activities in the nuclear industry in South Africa concentrates on the following programs: • Koeberg Nuclear Power Station • Nuclear Energy Corporation (NECSA) • Pebble Bed Modular Reactor (PBMR) • Licensing of new Nuclear Power Plant
Koeberg Nuclear Power Station • Projects completed to date: • Simulator upgrade • Changes to Reactor Protection System and system testers • Fuel handling system upgrade • Upgrade of instrumentation of the Spent Fuel Pool following installation of high density racks.

NECSA • Upgrade of Reactor Protection System of Safari- 1 research reactor further delayed • PBMR Fuel Manufacturing – pilot plant. The First fuel kernels manufactured and currently undergoing testing • PBMR Research facility for fuel irradiation and testing – under development
PBMR • PBMR overall licensing process • In term of the complexity of the PBMR Project a multi stage licensing approach has been adopted for licensing the PBMR Reactor • Each stage of the licensing process to be supported by a safety case submitted by the applicant to NNR • First stage is for the approval ( or otherwise) of the site preparation and construction phase • Licensing schedule has been updated by Eskom – original first stage (construction) was expected towards first quarter of 2007
PBMR • CURRENT STATUS OF LICENSING ACTIVITIES • The development of initial design of single loop helium cooled 400MWth plant has been put “on hold”. • All efforts now to complete all outstanding licensing issues • The NNR received a proposal for licensing of new design of 2 and 3 loops helium/steam cooled reactor. • Discussion taking place on licensing approach for new design (design certification process).
MDEP Initiative • MDEP – Multinational Design Evaluation Programme • Initiative of US NRC • Stage 2 – Establish referenced regulatory practices and regulations to enhance safety of new designs • - existing design specific working groups (AP-1000, EPR). • - The NNR proposed new High temperature Gas Cooled Reactors working group - Issue specific working group – Digital Instrumentation & Control • Stage 3 – implementation of outcome of stage 2 in review of generation IV designs
New NPP • Future development • In 2006 South African Government announced plans for second Nuclear Power Station. • Nuclear Power Plant with capacity of 3 000 MW will be built in the southern part of the country by Eskom. • 2 x EPR 1600 or 3 x AP-1000 units have been considered – tendering process was completed and outcome presented to Eskom Board. • Due to bad political climate and development on international financial market Eskom Board decided to shelf current project.
New NPP • Future development • Nuclear Sitting Project currently under way in preparation for future nuclear programme expansion • NNR is involved with licensing of 3 nuclear sites. • South African Government set-up a committee to evaluate different reactor designs

Recommendations to the IAEA on future activities • Cooperation/information exchange with MDEP WG. • (outcome of comparison of IEC/IEEE standards, countries common position on software common cause failure, software tools, software V&V). Not all TWG members have an access to MDEP library • Quantification of Software Reliability • Licensing, qualification requirements, acceptance criteria of COTS systems used in important to safety but not safety related systems • Classification of I&C systems/components for new designs
