Raising of the Participation Age • Children’s Act 2008 – raises participation in education or training until end of the academic year in which a young person turn 17 (2013), and then 18th birthday (2015) • Duty on the young person • LA duty for sufficiency of provision, post 16, promotion of participation, tracking • Schools’ duty for careers information advice and guidance (year 8 to Year 13 from Sept 2013); tracking progression
RPA - options • Full time education (540 glh) in school sixth form or college; home education • Work based learning such as an Apprenticeship • Part-time learning (280 glh) if employed, self employed or volunteering for more than 20 hours per week
HCC Framework Plan • Communication – including Youth Tube redevelopment • Offer – targeting provision for vulnerable groups, including Youth Contract; Award programme; HCC Apprenticeships/Internships/Traineeships • Support – for young people, schools, providers – including Hampshire Careers and Employability Service • Performance – participation, attainment and tracking progression
Destination Tracking • Progression measures for schools; Ofsted scrutiny • Schools Forum funding – Education Participation Team established • Tracking young people; reducing ‘unknowns’ • Identifying at risk of NEETs in schools and signposting to provision/support • Data sharing agreements with post-16 providers
