Purpose of TESP • Provide priority power restoration for telecommunications facilities supporting NS/EP missions. • Mitigate the effects of electrical power outages on NS/EP telecommunications functions and facilities • Support response, repair and priority restoration of electric service to critical NS/EP telecommunications facilities and providers in any occurrence, or threat thereof, whether natural, or caused by man, in war or in peace

5. History • 1986 – Energy Task Force formed to mitigate the effects of electric power outages • 1988 - NSTAC approved Energy Task Force recommendations to assign electric power restoration priorities to NS/EP telecommunications • 1991 – TESP was approved as a joint program between DOE and NCS • 1993 – DOE began implementing TESP • 1996 – NCS created database matching utilities with critical telecommunications facilities • 2004 – TESP revived by the NCS

6. Planned Highlights of TESP 2005 • Encourages telecommunications facilities to communicate directly with the power industry • Establishes relationship during outage (wireline, wireless, or Internet) and 24x7 POC/telephone number • Calls for reviews of existing electric utility priority restoration plans to include those NS/EP telecommunications facilities • Calls for telecommunications facilities to identify their most critical telecommunications assets for priority restoration of electrical power • Evokes Telecom ISAC and EISAC involvement as needed

Next Steps • Incorporate changes received from members of the Telecom ISAC • Meet with ESISAC to gain support • Formal coordination from NERC, FERC, DOE, NCS • Continue coordination of information between telecommunications providers and electric utilities • Increase TESP awareness and participation • Identify problems
