Introduction and Test Overview • Form 7 of the Cognitive Abilities Test (CogAT) evaluates the level and pattern of verbal, quantitative, and spatial (nonverbal) reasoning abilities for students from kindergarten through grade 12 . These abilities reflect the overall efficiency of cognitive processes and strategies that enable individuals to learn new tasks and solve problems. • CogAT7 has three batteries – Verbal, Quantitative, and Nonverbal. Within each battery contains three subtests. The abilities evaluated are those that enable students to acquire, organize, store in memory, and recall information; to make inferences; to detect relationships; to comprehend and analyze problem situations; to form concepts; to discover and remember sequences; to recognize patterns; to classify or categorize objects, events, and concepts; to infer rules and principles; and to relate and use previous experience to accomplish new learning tasks or solve novel problems. 2

On Call Language Interpreters NEW • On Call Language Interpreters • Interpreters are employed with Saint Paul Public Schools • Interpreters speak the language • Get prior approval from your principal • Interpreters must use the translated Directions for Administration located on the REA web site: https://www.spps.org/Domain/10086 • To find an On Call Language Interpreter • Log into https://www.spps.org/Domain/13048 • Fees for On Call Interpreters: • $22.00 an hour for Hmong, Somali and Spanish • $27.00 an hour for all other languages • Budget code provided by TDAS: • Use budget code 01-005-118-388-6305-0000 • All On Call Language Interpreters are paid: • 2 hour minimum per visit • Complete a regular timesheet • Timesheets need to be sent to payroll with a Supplemental Pay Form • * On Call Interpreters are approved for oral interpretation only and cannot perform any written translation. 3

TDAS Schoology Group • TDAS Schoology Group • Items available on the TDAS Schoology Group are CogAT7 Nomination Communication Ideas and • 2019-20 CogAT7 Announcement letters in English, Somali, Hmong, Spanish and Karen. • Instructions to access the TDAS Schoology Groups are provided below: • https://schoology.spps.org/login • Log-in using your Active Directory information • Join the TDAS Schoology Group; Group access Code is: 6B59X-XDR7B • Approval is required when you request to join the group. A TDAS team member will approve access rights when requests are submitted • Information relating to the CogAT7 can be found in the (CogAT7 and Portfolio) Folder • Click on RESOURCES • Scroll down to the blue ASSESSMENT INFORMATION folder • Open the CogAT7 Information/Resources Folder

Roles and Responsibilities Before & During Testing – SAC • Before Testing • Creates testing schedules • Communicates decision for printing practice test materials • Inventories test materials immediately upon receipt • Consolidates and requests additional materials needed for testing • Completes the Additional Materials Request From (See handout in your folder) • Knows which grade 2 students need to test • Student File posted on the REA Password Protected Reports site (See handout in your folder) • Requests test materials for grades 1, 3, 4 & 5 (i.e. nominated students that have not been previously identified) • During Testing • Assures student barcode labels are attached to test booklets and answer sheets correctly or student demographics are properly bubbled/filled in if a label is not provided • Distributes test booklets, answer sheets, administration manuals and place markers to proctors • Assures all students have a good number 2 pencil with an eraser and a few extra on hand • Assures each student has a test booklet, answer sheet, scratch paper and place marker (place marker for Kdg & 1 only) • Assures alltest materials are to be kept secure and confidential at all times 4 • * Save white boxes for returning answer documents for scoring *

Non-Disclosure Agreement • Nondisclosure Agreement • All proctors must complete the Nondisclosure Agreement. • Anyone with access to test items must sign • the Nondisclosure Agreement. • Anyone who may handle test materials must • sign the Nondisclosure Agreement. • Anyone who may come in contact with or see • test items or can be asked by a student about an • item must sign a Nondisclosure Agreement. • Nondisclosure Agreement included in your folder. • Nondisclosure Agreement is available on REA website: http://www.spps.org/rea

Test Security and Training Proctors • School SAC Meeting • You must • Hold a training session for your proctors • Have them sign-in to verify their attendance (Handout in your folder.) • Allow time for proctors to read and sign the non-disclosure agreement • Collect signed non-disclosure agreements • Topics to Cover during your Training Session • Practice Tests • Communicate decision for Practice Tests • Practice Tests must be administered to students at least one day before the actual/real test • Practice Tests can be sent home to parents • All Test Items are secure • Test items and student tests are not allowed to be reviewed by teachers, building staff or parent helpers • Parents are not allowed in testing rooms • Parents helpers are not allowed in testing rooms • Test items may not be reproduced in any form

Test Security and Training Proctors, cont. • Topics to Cover during your Training Session, cont. • Proctors Undertaking • Proctors will administer Practice Tests to their students at least one day before the actual/real test. • It is essential proctors review the directions for administering each subtest to familiarize themselves with the administration procedures and the exact words they will say to students. • Proctors must be impartial observers during test administrations. • Scratch paper must be collected from students before leaving the testing room and securely recycled. • Place a “Testing – Do Not Disturb” sign on the door during testing. (Copy in your folder.) • Arrange the room so that students will be separated from one another as much as possible. • Proctors must have materials available listed on page 13 before testing begins. • Materials Not Allowed During Testing • All visual aids such as word walls, posters and graphics where students will be testing must be covered or removed. • Cell phones, PDAs or translation devices may not be used. • Calculators and Dictionaries may not be used. • Parents and Parent Helpers are not allowed in the classroom during the CogAT7administration. • Proctors are not permitted to drink and/or eat while testing students.

Barcode Labels Available for Grades K & 2 • Proctors must verify Pre-Id information prior to applying the labels to the answer documents. • If the label is correct, place the label in the designated box on the answer document. • If the label is incorrect, securely dispose of the label and hand bubble the student information on the answer document. See page 30 for example. • If the label is incorrector applied to a test book by error, mark an “X” on the front and back cover of the test booklet. • - Place these test booklets in a box so they cannot be used. • Before applying labels to test booklets, verify you have the correct test booklets. • Kdg Level 5/6 • Grade 1 Level 7 • Grade 2 Level 8 • Grade 3 Level 9

Supply List for Testing Students • Proctors must have the following items available before testing begins: • Practice Test Materials, please see page 9 • Directions for Administration • - Copy of the Directions for Administration manual for each level administering. • Test Booklets, Test Books and Answer Sheet • - Consumable Test Booklets for grades K – 3. • - Non-Consumable Test Books for grades 4 and 5. • - Separate Answer Sheet for grades 4 and 5. • - A copy of each test booklet/test book for each level they are administering. • Place Markers • - One place marker for each student in grades K and 1 and an extra marker for the proctor. • Pencils • - Each student must have a sharpened No. 2 pencil with a good eraser. Have some extra pencils • on hand. • Paper and Scissors – for Proctor use only at Grade 1 Level 7 • - An 8.5 x 8.5 square piece of paper and scissors are needed for the Paper Folding Subtest 8 for grade 1 only.(Paper provided in your folder.) (Included in your folder.)

  31. Prepare Answer Documents for Scanning • Ensure consumable test booklets and answer sheets can be scanned. Verify each document appears as follows: • completed in a No. 2 pencil • in good physical condition – not torn, • creased, or damaged • barcode labels are positioned • correctly • No barcode label – complete areas as • shown with a No. 2 pencil

Organize Answer Documents for Scoring • Organize consumable test booklets and answer sheets to be scored: • Complete one blue text Grade/Class ID Sheetfor each grade. • Place the completed blue text Grade/Class ID Sheet on top of those specific grade answer documents. • Place the already completed purpletextBuildingIDSheeton top of the blue text Grade/ClassID Sheet. • Pack documents in their original white shipping boxes. • Number boxes in order. E.g. Box 1 of 4, 2 of 4, etc. Top of Box Building ID Sheet Grade ID Sheet for Grade K Grade K Ans Docs Grade ID Sheet for Grade 2 Grade 2 Ans Docs Grade ID Sheet for Grade 5 Grade 5 Ans Docs Bottom of Box • All answerdocuments and boxes must be packed consecutively by grade. • Only deliver answer documents to be scored in white boxes to 360 Colborne on Thursday, • November 14, 2019 before 3:45pm to avoid Bridgeview buses.

Paperwork to REA • Paperwork to REA after the testing window closes • Scan/email or send your paperwork through district school mail to Robin Lane, 360 Colborne, 3rd Floor • Or place your paperwork in box 1 with your extra test materials to be picked up • by SMART Delivery on November 20, 2019 • Copy of Proctor’s Training Sign-in Sheet • Nondisclosure Agreements; one for every person having access to CogAT7 test materials • Test Administration Report (TAR) (Copy in your folder.) • Please do not include or bring your paperwork when you drop off your answer documents for scoring

ReturningUnused Materials • Returning Unused Test Materials after the testing window closes • Count all unused, damaged test booklets and administration manuals and place in boxes. • Complete the Unused, Extra Test Materials and Directions Return Form. • (Handout in your folder.) • Place the completed form in box number 1 and seal boxes with tape. • Place boxes in school office the morning of Wednesday, November 20, 2019. • SMART Delivery will begin picking up boxes at 9:00 AM on Wednesday, November 20, 2019.
