  2. Moldova‘s Committments • National Strategy for Child and Family Protection (2003) • Initiative of President for the Republic of Moldova Valdimir Voronin on 29 May 2006 • Strategy and National Plan of Action on the reform of the residential care system (Adopted 20, July 2007)

  3. What is EU/TACIS? EU/TACIS = European Union‘s Technical Aid to the Commonwealth of Independent States • Since 2001 National TACIS Programme Assistance has focused on the three priority areas for Moldova : • Support for institutional, legal and administrative reform • Support for the private sector and assistance for economic development • Support for addressing the social consequences of transition

  4. EU/TACIS I(2003 – 2006) “Capacity Building for Social Policy Reform” • Implemented by the NGO “Everychild Consortium • Development of alternative residential models • Implemented in three regions • Improve competence of childcare staff • Increase public awareness

  5. EU/TACIS IIOverall Objective • Implemented by UNICEF To reduce the number of children living apart from their parents

Recent Accomplishments Toward Deinstitutionalization • New admissions to institutions dramatically reduced (UNICEF) • Ministry of Social Protection Formed • Model Assessment of Institution for Children with Disabilities (MSPFC, OSIMHI) • National Strategy adopted (Gov. of RM) • Country-wide assessment of institutions (UNICEF)

Recent Accomplishments Toward Deinstitutionalization • Master Plan of Transformation drafted (UNICEF) • Development of Gatekeeping Committees and Regulations (MSPFC, UNICEF) • The Transformation of a boarding school into a day care center (MEY/UNICEF) • Recruitment of 542 Social Assistants (MSPFC, Local Authorities)

Current Projects Based on the Strategy and National Plan of Action • Individual Assessments of all Children with Individual Case Plan Development is Currently Underway (MSPFC, OSIMHI) • Development of Support System for Social Assistants (MSPFC, Everychild, UNICEF, CERI) • Further Support for the Development of Gate-keeping Committees (MSPFC, Everychild, UNICEF)

  9. Current Projects Based on the Strategy and National Plan of Action • Reunification of 200 children from institutions (MSPFC, UNICEF, Hope and Homes Moldova) • Focused deinstitutionalization of institutions in the municipality of Chisinau (MEY/HLGCCE) • Additional regions targeted for reduction of numbers in institutions • Development of a Deinstitutionalization Coordination Group
