Orientation Session to Worshipful Mayors & Chairpersons of Urban Local Bodies in Andhra Pradesh WELCOMEMunicipal Solid Waste Management
A brief history before MSW Rules were framed? India - A hygiene challenged country? Stinking attitude towards garbage and sewer! After Plaque in 1995 the dirtiest city of India under the able leadership of Sri. S.R.Rao became the cleanest city in the country in less than 18 months. And that right there may be the lesson for India — even if it is bittersweet. Ignorance is bliss till tragedy strikes. 3 Lakh people fled fearing quarantine. More importantly those who stayed back cleaned up their act. Government works. But only if people make it work!
What does MSW M&H Rules 2000 say? Municipal Solid Wastes (Management and Handling) Rules, 2000 were published under the notification of the Government of India in the Ministry of Environment and Forests number S.O. 783(E), dated, the 27th September, 1999 in the Gazette of India, Part II, Section 3, Sub-section (ii). MSW Rules 2000 are applicable to every local body and they are responsible for collection, segregation, storage, transportation, processing and disposal of municipal solids. The policy mandates the ULBs to; • Keep “Wet” & “Dry” waste streams separately • Doorstep collection of segregated “wet” waste • Organic / bio-degradables to be Composted • Inorganics / Recyclables – assist informal sector recycling value chain • Compost Rejects, Hazards & Inerts only to be Landfilled* * As per CPCB guidelines ULBs can do away with landfills by following Zero Waste initiatives
What have we done in these 14 years since MSW Rules 2K? Almost 20 years after the plague and 14 years after MSW Rules what has changed?
Same Problem: A hygiene challenged country! Stinking attitude towards garbage! Same Solution: Government works. But only if people make it work.
