Process • Action programs: • Documentaries • Print media • Social mobilization (local councils) • Associations of child workers • Training programs
Problems & achievements • Major strength: • Broad-based strongly committed alliance • Persuading government to change position on ratification of labor standards • Importance of labor inspections reaffirmed • New legislation upcoming • IPEC working in 18 project sites on direct action programs
Problems & achievements • National Child Labor Committee is mainstreaming child labor in major development programs
Lessons learned • Philippine experience shows basic elements for effective national program are: • Focus on priority groups • Participation & consultation • Effective communication • Integration & complementarity • Flexibility • Capacity building • Networking & collaboration
Main goals for next 2 years • Integrating child labor into national development planning & programs • Expanding community services for working children with emphasis on hazardous work
