The concept of ASBU • ASBU stands for Aviation System Block Upgrades • Excerpt from the ASBU Working Document • “…ICAO therefore initiated the “Aviation System Block Upgrades” initiative as a programmatic framework that • develops a set of air traffic management (ATM) solutions or upgrades, • takes advantage of current equipage, • establishes a transition plan, and • enables global interoperability….” 4
The concept of ASBU • The concept of block upgrades comes from existing implementation plans and initiatives in many regions of the world. • Next Generation Air Transportation System (NextGen) from the US • Single European Sky ATM Research (SESAR) from the Europe • Collaborative Actions for Renovation of Air Traffic Systems (CARATS) programs from Japan • Others 5
The concept of ASBU • ASBU composes of a suite of “modules” with the following characteristics: • clearly-defined measurable operational improvement and success metric; • Necessary equipment and/or systems in aircraft and on ground along with an operational approval or certification plan; • Standards and procedures for both airborne and ground systems; and • A positive business case over A a clearly defined period of time. 6
The concept of ASBU • ASBU will include the development of technology roadmaps, to ensure that standards are mature and to facilitate synchronized implementation between air and ground systems and between regions. The ultimate goal is to achieve global interoperability. 7
The concept of ASBU • ASBU are organized in five-year time “Block” increments starting in 2013 through 2028 and beyond. • ASBU will be formalized at the Twelfth Air Navigation Conference, in November 2012 8
Who is involved?? • “EVERYBODY” • Stakeholders include: • Governing body e.g. ICAO, PIRGs, etc. • Service Providers • Regulators • Airspace Users • Manufacturers 9
What is actually an Aviation System Block Upgrade?? • A Block Upgrade has 4 components: • Module – A deployable package (performance) or capability • Thread – A series of dependent modules across the block upgrades. • Block – A block is made up of modules that when combined enable significant improvements and provide access to benefits • Performance Improvement Area (PIA) – An executive view of the intended evolution of modules in each Block that provide operational and performance objectives. 10

Global Air Navigation Plan & ASBU • Global Air Navigation Plan (GANP) is a strategic document in enhancing the efficiency of air navigation systems. • GANP contains guidance for systems improvement in the near- and medium-term. • For Long-term initiatives, the GANP must be updated once such concepts are matured. • ICAO aims for the ASBU initiative to be the global approach for GANP. 19
ASBU & SWIM • System-Wide Information Management (SWIM) is a critical component in order to achieve ASBU PIA 2 - Globally Interoperable Systems and Data • SWIM implementation is designated in Block 1 and Block 2 of the ASBU : • B1-31, B2-31 and B2-25 • Relationship (thread) with other modules are not completely developed yet. 20
ASBU & AMHS • AMHS/ATN is the network and application for exchange of digital information. • AMHS systems are being deployed around the world. • AMHS and ATN can be considered as elements contributing to modules in Block 0 (Near-term) of the ASBU : • B0-25, B0-30 and B0-40. 21

B2-31 Enabling Airborne Participation in collaborative ATM through SWIM • This module allows the aircraft to be fully connected as an information node in SWIM, enabling full participation in collaborative ATM processes with access to voluminous dynamic data including meteorology. This will start with non-safety critical exchanges supported by commercial data links. The applications of this module are integrated into the processes and the information infrastructure which had evolved over the previous blocks. 29

ASBU & AMHS • AMHS and ATN can be considered as elements contributing to modules in Block 0 (Near-term) of the ASBU : • B0-30 Digital AIM – using AIXM and possible AMHS • B0-25 Ground-Ground Integration – using AIDC and possible AMHS + ATN • B0-40 Initial Application of data link En-route – using ATN + Other A/G app such as CPDLC, ADS-C 38
B0-30 Service Improvement through Digital AIM • B0-30 Service Improvement through Digital Aeronautical Information Management • Initial introduction of digital processing and management of information, by the implementation of AIS/AIM making use of AIXM, moving to electronic AIP and better quality and availability of data. 39

B0-25 Ground-Ground Integration • Increased Interoperability, Efficiency and Capacity through Ground-Ground Integration • This module supports the coordination between Air Traffic Service Units (ATSU) based using ATS Interfacility Data Communication (AIDC) defined by ICAO Doc 9694 . • It permits also the transfer of communication in data-link environment in particular for Oceanic ATSU. It is a first step in the ground-ground integration 43
