The journey – so far! • 1992 Incorporation of colleges • 2000 Learning and Skills Councils • 2001 Foundation Degrees • 1995 -2005 = 35 major policy reviews of FE System • 2005 Foster Review – focus on FE Colleges and role in HE (rec. 69-73) • 2006 Raising skills and Improving Life Chances (White paper) • 2007 FE Bill and 2007 Leitch Review • FE Bill – linked to Public Sector reform agenda …………..so where do we go next?
The future Shape of FE • Demand led? • Commissioning, tendering and contestability • Stability and Flexibility – the right mix • Unstable sector - new (short term) entrants • Challenges of access, rurality and supporting local communities • Strategic Management Capacity • Opportunities for those well positioned • Self Regulation
HE in FE • 14% of Hi delivered in FECs • 63% of HE students in FE are on sub-degree programmes (HNC/HND/FDeg); • 30% of students are on degree programmes; • 7% of students are on post-graduate programmes. • FDeg: 48% PT; 52% FT; 65% over 21 • 28% of FDeg students come from an area of deprivation • Directly funded colleges =3.5% (£135M)
Where do we go from here? • HEFCE -Higher Education in Further Education Colleges – AoC SW Response • Future Funding of FE and HE • HEI and FEC partnerships • Validation • 14-19 specialist diplomas • Part time HE 2020 40% adults to level 4 • Degree awarding powers!
