Water Quality Standards (WQS): “Rules of the Game” • Designated Uses (for waterbodies) • Recreation • Whole Body Contact (WBC) • Secondary Contact (SCR) • Protection of Aquatic Life (AQL) • Criteria (for pollutants) • Narrative • Free from… • Numeric • E. Coli (recreation) • Chloride (AQL) • Ammonia (AQL) • Antidegradation (a process)
Streams with Designated Uses: Classified Streams Presumed Use: Fishable and Swimmable
MSD Water Quality Monitoring Points • 40+ monitoring locations/stations • Missouri & Mississippi Rivers • Streams with constructed CSOs • RDP, Maline, Black, Deer • Streams with constructed SSOs • Ex.: Watkins, Creve Coeur, Coldwater, Gravois, & Fishpot • Streams impacted by NPS pollution • Ex.: Kiefer
Local Pollutants of Concern • “Focus” Parameters • Bacteria (E. Coli, Fecal coliform) • Chloride • Nutrients • Others • Dissolved Oxygen • pH • Trash • Sediment • Ammonia • Lead • Mercury
Urban Stream Chloride Levels • Chloride levels frequently exceed chronic and acute water quality criteria • Chronic = 230 mg/L • Acute = 860 mg/L • Highest levels are more centrally located • Lowest levels occur near western outskirts
Seasonal Nutrient Trends Mississippi River Stations Total Nitrogen (mg/L) Total Phosphorous (mg/L)
Seasonal Nutrient Trends Urban Stream Stations Total Nitrogen (mg/L) Total Phosphorous (mg/L)
Impaired Waters & TMDLs • Water quality data forms the basis of the list of impaired waters (i.e., 303(d) list) • 20 St. Louis City & County impaired streams on list • Common pollutants: bacteria & chloride • Waters on the 303(d) list Total Maximum Daily Loads (TMDLs) • TMDL=Pollution “Diet Plan” • Implemented through NPDES Permits • Local TMDL Update • No new TMDLs were proposed in 2013 • In 2014, anticipate revising bacteria (E. coli) TMDLs for 4 streams in MSD
Next Steps • Anticipate continued water quality data collection & analysis • Consent Decree (Post-Construction Monitoring) • Impaired Waters • Newly classified streams • Revised criteria • Programs implemented to improve WQ • Consent Decree • Sanitary and Combined System Performance Improvements • MS4 Program • Stormwater NPS pollution
