Higher Education Study - 1999 • WV ranks 50th in the NCHEMS Study - Preparation of the Workforce for the New Economy • WV ranks last among competitor states in high school graduates attending community and technical colleges • WV ranks 47th in the proportion of adults at lowest level of literacy
Higher Education Study - 1999 • WV ranks 10th among 11 competitor states in the number of certificates and associate degrees awarded • Number of West Virginia high school students are decreasing, but the needs of adults are increasing

System Goals – Target 2010 • Provide access to affordable comprehensive community and technical college education in all regions of West Virginia • Produce high quality graduates with the general education and technical skills to be successful in the workplace or subsequent education • Provide high quality workforce development programs that meet the demands of West Virginia’s employers and enhance the economic development efforts of the State • Collaborate with other providers in delivering education and training programs to the community and technical college district • Collaborate with the public school system to increase the college-going rate in West Virginia

Workforce Development Produce high quality workforce development programs that meet the demands of West Virginia’s employers and enhance the economic development efforts of the State • Increase the number of career-technical programs offered • Increase the number of career-technical certificate and associate degrees awarded • Increase the number of workforce education or training programs delivered to employers • Increase the number of individuals participating in workforce education or training programs

Collaboration Collaborate with other providers in delivering education and training programs to the community and technical college district and collaborate with the public school system to increase the college-going rate in West Virginia • Increase the number of EDGE students matriculating to postsecondary education • Increase the number of new Tech Prep 4+2 programs • Increase the number of statewide articulation agreements between the community and technical colleges, four-year postsecondary institutions and the State Department of Education
Collaborate with other providers in delivering education and training programs to the community and technical college district and collaborate with the public school system to increase the college-going rate in West Virginia IV.
