  3. Poor Air Quality – Lakes District

  4. SSZs vs. Cat A and B Currently, stricter rules apply only to: cities, towns and villages (not district municipalities) New OBSCR is based on population densities and will capture all (or populated parts of) communities

  5. Smoke Sensitivity Zones • Primary Smoke Sensitivity zones include the 10 km area surrounding census blocks with population densities of 200 people/km2 • Secondary Smoke Sensitivity zones are remaining areas of province – can be further modified in smoke management plans (eg: burning rules and creation of Tertiary SSZ) 10 km PSSZ boundary 200 ppl/km2

  6. Intent for Smoke Release It is the intent that in the PSSZ, the vast majority (or all) of emissions are emitted on the day of ignition. This is unchanged from the IP.

  8. Smoke Management Plans Smoke Management Planning process is underway in the Bulkley TSA. Attempting to link SMP to future OBSCR and create a template for other areas to easily adopt.

Smoke Release Period • In Bulkley, SRP is defined as the following • Smoke Release Period: means a length of time which: • Commences at the initial release of smoke from open burning of debris on a parcel of land, and • Ends after not more than 10% off the burnt surface area continues to release visible smoke

  12. Requirement for Consultation Currently all ‘Burn Plans’ exist in an extra-legal state. (This will not be the case for new SMPs.) Signing a SMP will constitute a statutory decision and as such will be appealable. For this reason licensees will need to do consultation with the SMPs before the Director can sign off on one.

  13. Current Status of SMP • Final draft almost finished • Still need to complete MOE’s consultation requirements • Still need to finalize reporting spreadsheet • Will then send out to licensees to shop the plan • Signoff hopefully by May
