Technical Criteria of the Review 1. Significance in Trade (US $1M) 2. Rate differential 3. International conventions. 4. Avoid end use criterion as far as justifiable. 5. Should follow Articles 5 and 6 of the AHTN Protocol. 6. Should consider criteria of amendments of the HS. 7. Should ensure a uniform understanding, interpretation, and classification of goods under the AHTN. Rule 6. The inclusion of a tariff line can be considered on the basis of the frequency of use of this tariff line, of the need to classify goods for food security, for identification of chemicals and pesticides, and those of development dimensions in the tariff nomenclatures of Member States. “Development dimensions” refers to actions to promote products, innovations, particularly in industries of interest to Member States; environmental sustainability, and support to economic development of disadvantaged regions or those regions having been hit by natural disasters, in line with WTO commitments.
