BACKGROUND • Starting at the end of 1997 a currency and political crisis occurred in Indonesia, causing hysteria over possible shortage of drug supply • To anticipate the apparent problem of drug shortage, the government provided some cash fund for use at district and health center (HC) levels • With this fund, district health office and HCs were authorized to procure drug according to their needs

  3. PROBLEM STATEMENT Did the availability of cash fund at district and HC levels jeopardize the quality of drug procurement ?

OBJECTIVES • To assess the quality of drug procurement using SSN-H cash fund: • % essential drugs • % generic drugs • % medical supplies • To assess the availability of key drugs • To assess the prescription cost • To asses the prescribing practice: • % injection • % antibiotic • Number of drugs per case

  11. CONCLUSIONS • Availability of cash fund in health center caused a tendency of procurement of drugs with brand name • Availability of cash fund in health center caused a tendency of procurement of non-essential medicines

  12. RECOMMENDATIONS • Provision of cash funds to health centre should be implemented carefully and evaluated periodically • The guideline for drugs procurement at both district and health center levels should be made available • Drug procurement policy should emphasize on rational selection (NEDL) and cost-containment (use of generic name)
