Where do contracts come from? • Division of Procurement and Contracts (DPAC): service contracts, architectural and engineering contracts, minor public works contracts (under $250,000), and all emergency force account contracts for phase one emergencies that immediately restore services • Division of Engineering Services (Office Engineer): contracts greater than $250,000 and long term emergency contracts

  4. Contract Evaluation Unit • Goal achievement: DBE, DVBE, and SB participation • Commercially Useful Function (CUF) • DBE: 49 Code of Federal Regulations, Part 26.55 • DVBE: Military and Veterans Code, Section 999 • SB: California Government Code, Section 14837 • Certification status and codes

A&E Contracts and DBE Requirements Form ADM-0227F-A&E, Column 4: “Enter a description that briefly captures the work to be performed or supplies to be provided by each corresponding DBE/UDBE firm listed in Column 1.” Form ADM-0227F-A&E, Column 5: “If the service will require Engineering Judgement, enter ‘Y’ or ‘Yes.’ If the service will not require Engineering Judgement, enter ‘N’ or ‘NO.’”
