SPRINGBANK AIRPORT COMMUNITY NOISE CONSULTATIVE COMMITTEEJune 30, 2010
Agenda • Operational information • Noise concerns information • Springbank Noise Monitoring Study • Jet Restriction • Code C Aircraft • Helicopter Operations Impact
Day and Night Concerns Day and Night Concerns
Noise Monitoring – the Metrics • LA5; and • LA90. • LAeq; • LAeq (1 hour) • LAeq (24 hour) • LAeq (8 hour) Night-time: 2300 and 0700 hours; • LAeq (16 hour) Day-time: 0700 and 2300 hours; • LAmax (instantaneous value) • LAmin (instantaneous value)
Comparison to Directive 038 *Machinery was in use during the monitoring, which caused the day value to rise.
Conclusions • No increase in overall noise values in 2009 • Residences closer to roads had increased overall sound values • Comparing noise values to other industry standards, communities around YBW meet these • This does not infer there is no impact from YBW’s operations, but it does provide and understanding of the level of sound levels in the community
Jet Restriction • Currently from 11PM to 7AM jets restricted • SABPA have requested this restriction lifted • The Authority has requested some quantification of the impact before taking it to the committee for review. • Military jets that are unclassified from a noise emission perspective will continue to be restricted.
Code C Aircraft • The Authority has granted limited authorization for smaller code C aircraft other than ASRD to operate at YBW for maintenance • Each flight occurrence would be required to be authorized in advance • Hours and flight profiles to be restricted
